The principle objective of the Office of the Co-ordinator of OSCE Economic and Environmental Activities (OCEEA) is to strengthen security and stability in the OSCE region by promoting international co-operation on economic and environmental issues. The mandate of the OCEEA is guided particularly by the OSCE Strategy Document for the Economic and Environmental Dimension, approved by the OSCE Ministerial Council in Maastricht in December 2003.

 
 
 
 
Tasks and Responsibilities

Under the direct supervision of the Senior Programme Officer, Energy Security, and under the guidance of the Deputy Coordinator/Head, Environmental Activities, and in order to assist the Co-ordinator of OSCE Economic and Environmental Activities in carrying out his mandate, as set out in PC Decision 197 of 5 November, 1997, the incumbent performs the following functions:

  1. Supporting energy security activities of the Office of the Coordinator of Economic and Environmental Affairs in the areas of: the strategic dialogue on energy security, renewable energy and energy efficiency as a contribution towards energy security, the protection of critical energy networks from natural and man-made disasters and further aspects of energy security as assigned;
  2. Analysing current and emerging security related energy issues across the OSCE area including national and regional policies, energy markets and political trends to identify priorities and design effective regional activities and projects to address them;
  3. Developing budget proposals, monitoring project expenditures, preparing project reports and assisting participating States and OSCE field operations in developing national activities to raise awareness, promote and build capacity in energy security;
  4. Organizing meetings, technical seminars, and conferences in these areas to support information sharing, dissemination of best practices and exchange of lessons learned, handling technical and logistical arrangements, partner coordination, drafting of agendas, briefs, speeches and meeting reports, and compiling background information and presentations;
  5. Preparing briefing papers, reports and drafting speeches and statements to be delivered by the senior management, the Secretary General and representatives of the Chairmanship-in-Office on these issues and other relevant areas as required;
  6. Assisting in preparing annual reports, action plans, fact sheets and public communications related to these activities. Assisting in fund raising from delegations, international organizations or other donors prepares the necessary international submissions for funding arrangements and reports on the disbursement of the funds;
  7. Developing and maintaining contacts with the OSCE delegations and the OSCE Partners for Co-operation, with OSCE institutions and departments and field operations in order to draw upon their expertise, provide advice, identify partners, avoid overlap and ensure co-operation and coordination;
  8. Establishing and maintaining working relations with partners from other international organizations, sub-regional initiatives, NGOs and business groups for implementation of joint activities, information sharing and avoidance of duplication;
  9. Providing inputs into the Economic and Environmental Committee and the Economic and Environmental Forum processes and to follow-up activities;
  10. Performing other related duties as required.

Necessary Qualifications
  • First-level university degree in Economics and/or Business Administration, Law, Natural Sciences or International Relations , preferably with a focus on energy;
  • A minimum of six years of professional experience, with significant experience at the international level;
  • Experience in successfully developing and managing projects;
  • Substantial work experience in the private sector, i.e. in an international energy company or management consultancy highly desirable;
  • Profound understanding of energy security issues in the OSCE area, in particular related to renewable energy, energy efficiency, and critical energy network protection and disaster risk reduction;
  • Strong analytical and presentation skills with a proven track record of successful project implementation.
  • Professional fluency in English with excellent drafting and communication skills; Professional fluency in Russian is highly desirable;
  • Ability to operate windows applications including word processing and e-mail;
  • Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
  • Proven interpersonal skills and ability to establish and maintain effective and constructive working relationships with people of different national and cultural backgrounds while maintaining impartiality and objectivity.
