The purpose of this announcement is to establish a pre-screened Experts Pool of Health Economics and Financing Experts. The Expert is expected to work in close collaboration with UNICEF Programme Division, Regional and Country Offices and external partners in providing technical assistance for strengthening countries’ ability to generate and use economic evidence to support immunization decision making.

Background & Rationale

UNICEF supports countries in achieving their national immunization goals and is working with other GAVI Alliance partners to ensure sustainable financing for immunization.  The contribution of sustainable funding in the achievement of these goals is undisputable and depends on strong, streamlined planning and budgeting processes with sustainable financing systems.  Regular analyses of funding streams at country level for immunization services are essential to provide up-to-date evidence needed for advocacy and decision making. Continuous advocacy is important when preparing countries to transition out of GAVI support. The role of health economic analyses and financing evidence is widely recognized, but still fail to be fully used.

Several countries are faced with challenges when seeking to generate economic evidence to support their advocacy efforts for increased domestic funding to immunization services. Countries request support to determine the most optimal and appropriate type of economic analysis and evidence that is aligned with their country context.

Purpose

The purpose of this announcement is to establish a pre-screened Experts Pool of Health Economics and Financing Experts. The Expert is expected to work in close collaboration with UNICEF Programme Division, Regional and Country Offices and external partners in providing technical assistance for strengthening countries’ ability to generate and use economic evidence to support immunization decision making.

The consultant will:

  1. Support the UNICEF Immunization Financing Team to conduct economic and financing studies
  2. Undertake costing studies, cost-effectiveness analysis and other economic analyses as needed by the specific country-context
  3. Support countries in the Gavi transition process by providing technical support in the area of immunization financing
  4. Provide technical support in work related to public financial management (PFM) in health

Expected results

Based on country needs, the incumbent should be able to provide appropriate technical support to the UNICEF Immunization Financing Team:

  1. Analyses of budgetary and financial data
  2. Support research and data generation in economics and financing studies
  3. Support development of protocols, materials and capacity-building tools at country-level as needed
  4. Provide PFM expertise in selected countries to complement evidence generation

Duty Station : Remote with trips as requested by UNICEF Headquarters, Regional Offices and Country Offices.

Timeframe: The Expert Pool will be valid for 1 year with extension after reviewing the utilization of the experts.

Technical skills, knowledge and work experience   

Experts at all levels are encouraged to apply: Junior, mid and senior levels 

  1. Advanced university degree (Masters) in relevant field (health economics, public financial management, business studies, public administration, public health, etc.).
  2. At least 5 years’ experience in global health economics and financing with experience in resource-limited environments
  3. Experience in all or some of the following:
    1. Cost analysis within the health sector
    2. Public Financial Management within the health sector
    3. Interfacing with national ministries of health and other multi-stakeholders and multi-cultural setting
    4. Reviewing and analysing national budgetary data
    5. Development and implementation of research in health economics and health care financing

Languages

Fluency in written and spoken either English or French. Proficiency in Portuguese is desired. Knowledge of local languages is an added value.

Remarks

With the exception of the US Citizens, G4 Visa and Green Card holders, should the selected candidate and his/her household members reside in the United States under a different visa, the consultant and his/her household members are required to change their visa status to G4, and the consultant’s household members (spouse) will require an Employment Authorization Card (EAD) to be able to work, even if he/she was authorized to work under the visa held prior to switching to G4.  

At the time the contract is awarded, the selected candidate must have in place current health insurance coverage.
