Established in 2010, the GCF invests in transformational climate projects in the developing world. The Fund makes an ambitious contribution to global climate act ion and channels significant financial resources into developing countries to help build low -emission and climate- resilient societies. It is country -driven and undertakes actions which reflect the circumstances of each country concerned and its national a spirations. The GCF is a key enabler of the 2015 Paris Agreement on Climate Change.

Since its establishment, the GCF has mobilized 10.3 billion USD, accredited 54 entities to channel its resources and approved 43 funding proposals. In addition, it has bu ilt up an extensive program to support developing countries identify their needs, in particular those who are most vulnerable to climate change impacts. The GCF’s diverse workforce is advancing its mission from its headquarters in South Korea. The Climate Change Monitoring and Evaluation Specialist will be responsible for supporting the Portfolio Management Unit (PMU) with the calculation, monitoring and evaluation of G HG emission reduction targets throughout the implementation period of GCF funded activities. S/he will report to the Head – PMU and support the various areas of work within the PMU, as called upon by the supervisor.Duties and responsibilities

Under the overall guidance of the Head – PMU, s/he will be responsible for but not limited to: • Evaluate assessment methodologies used for estimating impact indicators related to the reduction of GHG emissions, including assumptions, values and relevant changes outlined in funding propo sals. • Provide informed assessments of detailed specifications related to GHG reduction estimations and measurement, reporting and verification systems applied by projects.

• Ensure complementarity and coherence on climate impact methodologies and monitoring with other climate finance delivery channels.

• Collate relevant data that helps to track effectiveness, provides continuous assessment of progress toward mitigation – related benchmarks and targets and ensures quality control and rigorous monitoring and evaluation.

• Identify relevant sources of benchmarks and make necessary arrangements for obtaining baseline and progress information for reporting.

• Design and implement a Fund – wide and comprehensive M&E system that establishes baseline data – sets that integrate considerations related to GHG emissions and enhances the scope for the evaluability of GHG emissions reduction at the ex – post assessment stage.

• Design and provide training as necessary to partners, beneficiaries, and counterparts on the calculat ion, monitoring and evaluation of mitigation – related areas of work, particularly GHG emissions reduction. • Generation of key outcomes and lessons learned reports.

• Undertake additional operational tasks as assigned by the Head – PMU.

Expected experience and qualifications*

• Master’s in climate science, environmental protection, sustainable development or related fields ; • At least seven (7) years of relevant work experience in climate finance;

• Strong M&E design and implementation skills;

• Advanced baseline survey design and performance monitoring skills, as these pertain to climate chang e programming;

• Experience in an international setting is an advantage;

• Experience in developing programmatic documents, collating and conducting research analysis and articulating findings and recommendations;

• Excellent documentation and presentation skills;

• Strong data management skills;

• Ability to articulate complex issues verbally and in writing in a concise manner ;

• Strong competence and autonomy in the use of standard software programs: Excel, Word, PowerPoint, Outlook, and Access; and

• Excellent written and oral communication skills in English are essential for this position; knowledge of another UN language an advantage.

*The person assessed by the Selection Panel as most suitable for the position will be proposed for appointment. The above criteria should be seen as indicators of the qualifications, experience and skills that would quali fy candidates for consideration. Selection among short -listed candidates will also take i nto account performance at interview , appropriate testing and references.
