OBJECTIVES OF THE PROGRAMME

The overall objectives of the Polio Eradication Initiative are to lead the global eradication effort of national governments and the Polio Eradication Partnership to interrupt the transmission of poliovirus worldwide, certify eradication and, eventually, stop the use of oral poliovirus vaccine, and mainstream the polio eradication infrastructure.

DESCRIPTION OF DUTIES

Support the needs of the Global Polio Eradication Initiative for informed and efficient decision-making in financial management (and in support to other areas of the program) by providing\:

 

1. Data analysis and quality assurance\:

- Undertake activities to analyze and facilitate data integrity and data quality of the main GPEI financial objects, including\: contributions, allocations of funds, budget and expenditures;

- Carry out ad hoc data analyses as requested, building on existing standard tools and models as appropriate.

 

2. System and process review and optimization\:

- Participate in the review/optimization of processes related to financial planning, operations and reporting (implementation of appropriate solutions and tools);

- Review and revise specifications for systems to maintain GPEI data and/or business processes - especially those related to GPEI financial objects (e.g., POLSIA, etc).

 

3. Enhanced reporting for decision making\:

- Propose, develop, revise and implement sustainable reporting mechanisms to present financial and operational information for managerial decision-making.

 

4. Support to enhanced project management\:

- Provide input on requirements, business analysis and project management support for IT-related projects within Polio.

 

5. Any other duties related as assigned by supervisor.

REQUIRED QUALIFICATIONS

Education

Essential\: A first university degree in science, mathematics, statistics, IT or relevant subject.
Desirable\: Advanced university degree (Master's level) in the above subjects.

Experience

Essential\: A minimum of 5 years' experience, some of which in an international context, in health or other information system and data management services; with specific experience in providing analytics and reports for decision support.
Desirable\: Experience with UN and/or nongovernmental organizations. Experience with the polio eradication program, analyses, and indicators. Experience in developing conceptual models and working collaboratively with roles like solutions architects to translate these to analytical models.

Skills

- Demonstrated skills and experience in analysis and reporting in financial (budget/expenditure), grant/income management and related contexts.

- Ability to analyze financial data, summarize results and recommend appropriate actions.

- Ability to plan and organize tasks on an autonomous basis.

- Appropriate knowledge of principles and practices of accounting and financial management.

- Very good knowledge of and skills in the use of modern integrated accounting systems, financial policies, procedures and regulations.

- Sound judgment, integrity, tact and discretion in dealing with others.

- Excellent communication (written and oral) and interpersonal skills.

- Ability to communicate clearly and concisely with finance and non-finance staff.

- Thorough knowledge of business analysis (including Business Process Analysis, roadmap development, requirement elicitation techniques, e.g.\: JAD sessions, interviews, focus groups, workshop facilitation), solution design, test planning, change management, options prioritization and analysis).

- Facilitation of small and medium sized groups.

- Knowledge of IT, SDLC &/or business process change frameworks (Lean, Six Sigma, ITIL, Agile, Waterfall etc.).

- Experience developing conceptual models and working collaboratively with roles like solutions architects to translate these to analytical models.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 59,151 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 3983 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
