Background

For almost 40 years, UNDP has been supporting the Maldivian people in areas such as the alleviation of poverty, democratic transition, environment protection, climate change mitigation and adaptation, and recovery from natural disasters.

Strategic communications is vital for achieving UNDP objectives and resource mobilization, and this stresses the importance of positioning the UNDP as a valid and credible promoter and partner of development in Maldives. To do this we need proper visibility for our work. One element of visibility is to use powerful and compelling photos and videos to tell our story.

UNDP is looking to engage the services of a resident freelancer - an experienced professional, who will be employed on a Long-Term Agreement basis for 1 year initially, to deliver series of photos and record videos on UNDP organized events, field trips, visits, campaigns, human interest stories, interviews, photo-essays, etc. 

Notes

Consultant(s) commissioned by the UNDP is expected to observe UN security recommendations. UNDP cannot provide insurance for any damage to the consultant(s) equipment or personal injury experienced during an assignment.

No consultant(s) should incur expenses without express authorization from UNDP. UNDP will not be responsible for penalties and charges incurred without authorization.

Consultant(s) should observe the highest ethical standards while obtaining images and footage, and immediately disclose any relevant information to the service requester. For example, people may be ‘posed’ to obtain a good shot but the pose should be relevant to their involvement in the subject matter. High discretion is advised when photographing people living with HIV, survivors of abuse, children etc.: Refer to the UNDP Communication Unit for advice and guidelines.

Duties and Responsibilities

Videographer

  • Ensure consistent application of UNDP’s visual branding elements and high-quality of products.
  • Must provide high resolution professional products that can be used in a variety of media and communications materials and platforms.
  • Set up audio, and video equipment for interior and exterior location shoots;
  • Set up lighting as required/if any, to provide a professional set for video production;
  • Operate video cameras, video/audio equipment to produce high quality footage;
  • Process/edit video (and audio), including making of opening and end credits for the video, subtitling, making of simple CGI (signatures for interviewees, etc.) in line with broadcast video standards, and other tasks as may be required.

Scope of Work and Deliverables

  • Record and produce HD videos (A and B-roll) in English and BCS languages to document events, activities and interview key, staff/partners/beneficiaries per request of UNDP to ensure capturing of UNDP’s activities in video format;
  • Record and edit narration / voice over where needed in according with guidance from UNDP Communications Unit;
  • Export and deliver audio track of videos per request of UNDP;
  • Embed sub-titles video as per the need;
  • Edit videos and basic graphic animation as per request of UNDP Communications Unit;
  • Videos shall be produced in a high-quality broadcasting and web publishing format;
  • Export final version of a video in formats optimized for HD web distribution and TV broadcast and deliver to UNDP;
  • Videos shall be provided in raw format and optimized resolution to UNDP on external memory medium or via file transfer service;
  • Work in close cooperation with and report to the unit focal person responsible for each task.

Job details

  • Dates may be tentative. The consultant(s) are expected to work on a need basis within the period from June 2018 to June 2019. Consultant(s) are expected to propose the activities plan with exact date for this assignment once he/she is selected. Photographer may also expect to be asked for his/her schedule flexibility at a very short notice (at least 2 days in advance), for example, certain event cover the themes mentioned above.
  • Locations are subject to change by UNDP.
  • The length of time required in each location is subject to confirmation by UNDP. The number of days of professional work required is thus indicative.
  • The consultant(s) should indicate their professional daily rate, which will be used to adjust the value of the contract in case there is a change in the number of days required.
  • UNDP reserves the right to change the timeframes and itineraries of these jobs.

Duty Station

All work will be undertaken within Maldives. Locations may vary, but consultant(s) should expect to visit remote locations as the subject matter requires. They should also be prepared to report back to UNDP focal person during the remote assignment, if this is not accompanied by the UNDP team.

   

Official travel involved 

Where travel outside of Male’ will be required, in which case the consultant(s) will be accompanied by a UNDP staff member, most likely from the relevant project. But solo engagements might also need to be undertaken. UNDP Country Office will cover the related transport costs for related travel. If overnight travel is required, the consultant(s) will be entitled to a Daily Subsistence Allowance (DSA) as per UNDP policy.

Copyright

UNDP and the consultant(s) will hold joint copyright on all photographs/videos produced as part of this assignment. This means UNDP can reuse all images and footage without further cost implication. At the same time, the consultant(s) can display and use the materials also. Copyright will be attributed to both UNDP and the consultant(s) in the following way: Copyright for photos: Photographer’s name/UNDP/Year. For videos: Videographer’s copyright information will be included.

   

UNDP Terms of use:

  • Unlimited use of all photographs/videos and footage supplied.
  • Unlimited storage of the photographs/videos and footage by UNDP
  • Rights to transfer the photographs/videos and footage to third parties for their use.

Consultant(s) Rights:

  • Retain copies of the photographs/videos and footage for personal use (for example, in their portfolio).
  • Assert their moral right to be identified as the author of the photographs/videos and footage.

Payment Modality:

Payments will be made upon satisfactory achieved deliverables under each assignment and submission of time sheet in accordance with number of days worked. All payments are subject to the clearance and approval of the direct supervisor. Final payment shall require a signed performance evaluation of the consultant.

Required Skills and Experience

Education

  • Eligible candidate/s should hold certificate and/or professional training in photo documentary, photo journalism, video production or awards in a related field. This can be replaced with additional 3 years of professional experience in photo and video production.

Experience

  • Should have minimum 3 years of practical experience in video documentary.
  • Have extensive experience in producing news, documentary films, TV programmes and 3 to 4 minute short format films.
  • Demonstrated experience of conception, production and editing of mini video documentaries and PSAs.
  • Ability to travel.
  • Have extensive experience in producing news, documentary films, TV programmes and 3 to 4 minute short format films;
  • Demonstrated experience of conception, production and editing of mini video documentaries and PSAs;
  • Proof of experience will be submitted with application to bid;
  • Able to produce and film on  location  without  any  other  supervision  except  for  liaison  with  the  relevant focal persons from UNDP
  • Excellent technical capacity to ensure smooth and high quality production (including  availability of professional video production equipment and software);
  • Must have the ability to use different video cameras and other video recording tools;
  • Experience with on-call assignments, preferable with international organizations;
  • Flexibility to travel on short notice;
  • Ability to work on a strict deadline;
  • Proactive approach to delivering tasks;
  • Understanding of UNDP values, mandate and activities;
  • Demonstrates high level of professionalism and ethics.

Financial Proposal:

  • The candidate should submit financial proposal indicating his/her professional daily rate
  • Note that UNDP will only pay a professional daily rate for the days in which active photography/videography and editing is required;

Candidates will be rated on both technical and financial evaluations, providing a weight of 70% to the technical component and 30% to the financial component. Only candidates achieving at least 70% from the technical evaluation shall be considered for financial evaluation.

Long Term Agreement award:

The Long-Term Agreement might be awarded to more than one individual whose offer have been evaluated and determined as:

  • Responsive/compliant/acceptable; and
  • Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.

The selected candidate/candidates will be entering a Long Term Agreement for 1 year with UNDP where the services of the consultant will be requested on a needs basis. The LTA agreement might be extended for a maximum of 3 years.
