The American Red Cross prevents and alleviates human suffering in the face of emergencies by mobilizing the power of volunteers and the generosity of donors. The International Services Department (ISD) of the American Red Cross helps vulnerable people and communities around the world prepare for, respond to, and recover from disasters and humanitarian crises. Connecting both of these goals, the American Red Cross partners with the Myanmar Red Cross Society (MRCS) to assist vulnerable communities in Myanmar.

The American Red Cross has supported MRCS since 1991, with an in-country presence since 2013, working on disaster preparedness, disaster response, and organizational development. As a partner, the American Red Cross supports MRCS in implementing community and school disaster preparedness activities, including trainings and drills as well as branch capacity activities at the township and village level. American Red Cross also provides technical support to MRCS on disaster management procedures, cash transfer programming, and use of data and GIS during disaster response, among other areas of expertise. This work frequently involves collaboration with other partner organizations in Myanmar and relevant authorities.

Summary

Following the Rakhine crisis starting in August 2017, the American Red Cross has been supporting MRCS and Red Cross and Red Crescent (RCRC) Movement in its response to the population movement in Rakhine State in form of technical and financial assistance. Currently, the American Red Cross is exploring possibility to expand its support to MRCS in Rakhine State in the areas of immediate humanitarian assistance (such as distribution of non-food items, mobile health clinics etc.), livelihoods, and disaster risk reduction (DRR) activities.

In order to carry out the work in Rakhine, American Red Cross is seeking an experienced DRR/Livelihood Delegate. Under the supervision of the American Red Cross Myanmar Country Representative, this position will lead the American Red Cross support to MRCS and ensure effective and high-quality program management in Rakhine State. The position will particularly provide technical support on livelihoods and DRR programming and have a significant responsibility of coordination within other RCRC Movement and external actors. This position will be based in Rakhine State and will be unaccompanied. The living conditions in Rakhine State would be basic. The job involves high amount of field travel to ensure high quality project delivery. This is a full-time position for a minimum of 1 year, with potential for extension, and it is expected to start from June 2018 onwards.

RESPONSIBILITIES

Program Management

· Ensure timely and effective implementation the program according to approved plans and budgets as well as regulations and policies.

· Support MRCS in program planning and design, including identifying appropriate interventions.

· Contribute to program planning, including design of appropriate interventions.

· Provide technical guidance to MRCS staff in targeting of geographical areas, communities, and people to be assisted.

· Support MRCS in conducting needs assessments in new geographical areas as needed.

· Lead formulation of project proposals in conjunction with MRCS and American Red Cross colleagues.

· Collect relevant program implementation information from the MRCS staff and convert them into internal and donor reports.

· Ensure compliance of project implementation in line with the project agreement and other relevant documents.

Coordination

· Lead the coordination of American Red Cross in Sittwe and other parts of Rakhine, particularly with MRCS, International Committee of the Red Cross (ICRC), International Federation of Red Cross and Red Crescent Societies (IFRC), partner national society and other key non-Movement Actors.

· Participate in key external coordination meetings such as sectoral groups, inter-agency group meetings.

· Participate in RCRC Movement coordination meetings and activities.

· Coordinate with the local (township, district and state-level) authorities as needed for project implementation.

· Share the updates of American Red Cross support to MRCS and other movement partners in relevant meetings, workshops, and forums.

· Develop good working relationship with IFRC and MRCS staff and volunteers in Rakhine and in Yangon.

Capacity Building

· Provide hands-on support to the MRCS implementation teams in Rakhine state in connections to the projects supported by American Red Cross.

· Facilitate trainings and workshops for capacity building and supporting project implementation.

· Share best practices and lessons learned from other American Red Cross programs as well as from other organizations.

· Identify opportunities of cross-learning between various MRCS teams, between MRCS, and other Movement partners team as well as share it with MRCS leadership and staff.

QUALIFICATIONS

· Bachelor’s degree in international development, disaster risk management, climate change adaptation, humanitarian assistance, organization development or related field required. Master’s degree preferred.

· A minimum of five years’ experience working within international humanitarian field, including direct experience managing disaster management, DRR, coastal resilience and/or emergency response projects.

· Experience in refugee or emergency settings an advantage; understanding of UN/international coordination structures essential

· Capacity to engage effectively at operational level with government, UN, INGOs, and other stakeholders.

· Solid understanding of the international humanitarian sector with a focus on participatory planning and local institution capacity building

· Understanding of good practices in humanitarian response to population movement or with stateless populations.

· Demonstrated ability in managing projects, including project design, proposal development, planning, budget preparation, financial tracking, monitoring and evaluation, reporting, BvA analysis.

· Ability to mentor, coach, and lead others in cross-cultural settings.

· Demonstrated experience exploring, managing and strengthening strategic and programmatic partnerships.

· Ability to convene, coordinate, and provide functional leadership in order to achieve shared goals and strategic objectives.

· Ability to contribute to knowledge management processes and document processes in a fast-paced environment for future/long-term programming of American Red Cross in Myanmar.

· Excellent analytical and organizational skills; creative and innovative thinking.

· Ability to create a team environment and coordinate with other departments and the ability to manage time, prioritize tasks, respond quickly to requests.

· Previous experience working in developing countries, preferably in South Asia.

· Experience working within the International RCRC Movement preferred.

· Good communications skills, written, and spoken, in the English language. Ability to communicate in Myanmar language will be treated as an additional advantage.

· Excellent computer skills in programs such as: MS Word, Excel, PowerPoint.
