LOCATION: New Delhi / any of the 13 UNICEF Field Offices (Bhopal, Bhubaneshwar, Chennai, Gandhinagar, Guwahati, Hyderabad/Telangana, Jaipur, Kolkata, Lucknow, Mumbai, Patna, Raipur and Ranchi)

  1. BACKGROUND:

 UNICEF India undertakes several communication initiatives and campaigns. These communication campaigns, as well as the ongoing communication, require strong communication strategies.

With communication campaigns being rolled out across different states there is a requirement for support to maximize reach nationally while also adapting strategies to reach audiences in different states. Strategic advice and support will need to be provided while also supporting capacity building of communication focal points in the different states on social and digital media campaign strategies to fit the reality of the state’s communication environment.

UNICEF India will activate and integrate several major global UNICEF campaigns on key priority areas as well as continue to activate digital campaigns around key priority issues. Effective implementation of any social media engagement and campaign plan requires at least one full-time coordinator to manage the requirements.

Key partners often request UNICEF India’s support on social media campaigns, including capacity building, support on strategy development, support on messaging for social media and for sharing of key messages on our channels also.

To meet these requirements, UNICEF would engage the services of integrated and digital campaigns consultants to support country level activation of global communication campaigns. The consultants would support, expand and strengthen the campaign activities on key priority issues in the digital space. The consultants will work in close collaboration with UNICEF India, under the overall guidance of the UNICEF Communication, Advocacy and Partnerships Section (CAP). They will also support partner capacity building as required on social/digital media and campaigns.

 

  1. PURPOSE:

UNICEF is trying to build a pool of pre-qualified high-caliber candidates to be hired as ‘Consultants to Support Integrated and Digital campaigns’, from which UNICEF country office and different state offices can quickly select and fill a requirement through a faster contracting process as soon as a need is identified.

Candidates who meet the required qualifications and experience are invited to apply following which a desk review of their skills and experience will be done to determine whether they qualify for the Consultants to support Integrated and Digital campaigns’ Roster. The process will ensure all candidates in the Consultants to Support Integrated and Digital campaigns’ Roster Group are evaluated prior to recommendation for a specific consultancy opportunity. Successful candidates will be notified and placed in a Consultants to Support Integrated and Digital Campaigns’ Roster Group for a four (4) year period. However, engagement of identified consultants for specific assignments would be as per the terms and conditions specified in the contract entered into.

The Roster of Consultants to Support Integrated and Digital campaigns’, once in place, will allow CAP colleagues to select three or more potential candidates from the roster for further appraisal and selection of one candidate, rather than going through a formal advertisement process for each consultancy assignment. Ideally, this will expedite the placement of consultants (both short term and long term) and also provide the supervisor the scope to choose from a vast pool of potential candidates with integrated and digital campaign background. The database will be managed centrally by Supply & Procurement (S&P) section, New Delhi. In this context, should the currently on-board consultants with UNICEF be interested in being considered for future opportunities with UNICEF, they need to apply to the roster.

The purpose of this specific consultancy is to provide adequate support to the UNICEF India social media channels, UNICEF India affiliated channels or partner organizations, including government ministries at national or state level. To support/ensure that social and digital media strategies on key communication campaigns/initiatives successfully developed, planned, implemented and monitored. To develop engaging digital content including on related campaigns, emerging issues and initiatives. 

 

  1. LOCATION:

 The positions would be based at Country Office or State Office, and remotely.

Possible locations are: New Delhi, Bhopal, Bhubaneshwar, Chennai, Gandhinagar, Guwahati, Hyderabad/Telangana, Jaipur, Kolkata, Lucknow, Mumbai, Patna, Raipur and Ranchi.

 

  1. MAJOR TASKS TO BE ACCOMPLISHED

1.Social media and digital media communication campaign strategies implemented: Ensure that comprehensive integrated campaign strategies are developed and implemented across digital channels.

2. Campaign Content Production planned and executed: Ensure that the production of communication campaign products and materials for social media channels and other digital platforms is timely executed and followed up to support ongoing initiatives and campaigns.

3. UNICEF India campaigns effectively designed and executed: Provide assistance to develop, implement and conduct M&E for digital aspects of the campaigns ensuring regular contact with state campaign teams, national coordinators, creative agencies, and partners involved are established.

 4.Digital platforms regularly monitored (M&E) in order to ensure maximum reach and efficiency: Regular monitoring and evaluation activities are undertaken according to the campaign strategy and to ensure maximum impact and continuous improvement of country online communication efforts. Ensure results and reports are prepared and shared on a timely basis. This will be done with the support of a specialized agency contracted for media monitoring.

5. UNICEF staff and partners are equipped with the latest digital knowledge to ensure effective campaign implementation: Provide strategic guidance and capacity building to partners and UNICEF as required on digital communication tools, channels, strategies and campaign development.

 

  

  1. VALIDITY OF ROSTER:

The roster once established would be valid for a period of 4-years.

 

  1. QUALIFICATION, SPECIALIZED KNOWLEDGE AND EXPERIENCE REQUIRED

 Education: Bachelor’s degree in communication, journalism, creative writing or similar discipline.

 Work experience: At least four years’ experience running multiple social media channels and integrated digital campaigns for a large organization, preferably in the social sector

 Technical knowledge: Experience managing campaigns for the Government and/or UN Organizations is required;

Experience and quality of work demonstrably meet the highest international standards;

Proven ability to work as part of a team;

Ability to plan and communicate effectively orally and in writing

Possess excellent creative and visual production skills;

Ability to plan and meet deadlines, as well as design campaign strategies;

Experience in capacity building, facilitating workshops and/or mentoring is an advantage.

Languages: Fluency in English and Hindi is required (Oral and Written). Familiarity with other Indian languages is an advantage.

  1. Evaluation Criteria

Applicants will be technically evaluated against the following criteria, as part of the pre-qualification exercise. 

 As you will notice that scores have been assigned to the work samples. Hence, it is mandatory to upload these documents. Without these document your application will be considered incomplete and will be invalidated.

The criteria for evaluation will be as follows:

  1. Language and content of cover letter                                            Min 21/Max 30
  2. Relevant Education Qualifications                                                 Min 07/Max 10
  3. Relevant work experience                                                            Min 42/Max 60

(including 2 samples of  previous work - campaign reports)               

Candidates' who score 70 marks and above and also score the minimum points against each of the above sub-criteria will be placed on the UNICEF India Country Roster for a minimum period of four years.

 Total points to qualify in overall technical evaluation     Min 70/Max 100
