Organizational Setting

The Department of Safeguards (SG) is the organizational hub for the implementation of IAEA safeguards. The IAEA implements nuclear verification activities for some 180 States in accordance with their safeguards agreements. The safeguards activities are undertaken within a dynamic and technically challenging environment including advanced nuclear fuel cycle facilities and complemented by the political diversity of the countries.

The Department of Safeguards consists of six Divisions\: three Operations Divisions\: A, B and C, for the implementation of verification activities around the world; three Technical Divisions\: Division of Concepts and Planning, Division of Information Management, and Division of Technical and Scientific Services; as well as three Offices\: the Office for Verification in Iran, the Office of Safeguards Analytical Services and the Office of Information and Communication Services.

The Division of Technical and Scientific Services (SGTS) is the departmental branch for nuclear and other measurement systems applied in verification activities, containment and surveillance techniques and all verification logistics. Within the Department of Safeguards, the Division of Technical Support is responsible for the development and implementation of the Department's equipment systems.The Systems Integration and Coordination Section (TSI) comprises three teams (technical units)\: Project Engineering; Remote Monitoring; and Seals. This Section acts as the Division's focal point for broad based support needed by the Operation Divisions in instrumentation data processing and review, remote data collection, development and application of sealing, containment and instrument security technologies, as well as in development and deployment of complex and integrated equipment systems. The Section is also responsible for maintenance, enhancement and quality assurance of the divisional infrastructure for instrumentation development and authorization.


Main Purpose

Reporting to the Section Head, the Team Leader manages and leads a team that coordinates the planning, implementation, and completion of technical projects assigned by the senior management of the Division; these are primarily projects that require highly integrated SG instrumentation systems installed in selected facilities. He/she also manages the activities needed to support the Division in regards to overall project management, documentation, quality management, and information management.




Role

The Team Leader is\: (1) a leader and manager, ensuring that the activities of the team are completed in a timely and effective fashion, and controlling the progress and the quality of the activities performed and the achievement of the expected goals; (2) a technical expert, contributing to the development of technical solutions for the specific challenges encountered in projects assigned to the team; and (3) a coordinator for the technical activities conducted by other sections and teams in the Division in such areas as the design, integration, installation, and maintenance of safeguards equipment installed in selected facilities.



Functions / Key Results Expected

Leadership\: Provide the Project Engineering Team with a clear direction by defining priorities, delegating work, and motivating staff.

Systems Engineering\: Support the Operation Divisions in the analysis of equipment needs for new safeguards implementations. Develop and/or review the requirement specifications for NDA, containment and surveillance, and software tools required for assigned projects.

Project Management\: Plan, monitor, and control technical projects using PRINCE2 methodology.

Service Management\: Develop and maintain the supporting activities of the Project Engineering Team regarding Divisional overall project management, technical documentation, quality management, and Departmental reporting needs.

The incumbent may perform his/her work in areas involving exposure to radioactive materials. Therefore, as an Occupationally Exposed Worker, he/she must be medically cleared by VIC Medical Service and is subject to an appropriate radiation and health monitoring programme, in accordance with the IAEA's Radiation Safety Regulations.

Qualifications, Experience and Language skills

- Higher Degree - Advanced university degree in physics, nuclear engineering, or other related technical field, is required.

 

- At least 10 years of relevant work experience on technical projects is required, including significant experience in both Systems Engineering and Project Management for projects requiring integrated instrument/sensor solutions;

- Experience in management of technical staff is required;

- Familiarity with the concepts of international nuclear safeguards is an asset, preferably with experience in safeguards implementation;

- Experience with the installation, service, and analysis of data from routinely deployed safeguards equipment (radiation detection, containment and surveillance) is an asset.

- Excellent oral and written command of English. Knowledge of other official IAEA languages (Arabic, Chinese, French, Russian and Spanish) is an asset.


Remuneration

The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at US $85543 (subject to mandatory deductions for pension contributions and health insurance), a variable post adjustment which currently amounts to US $ 45081, dependency benefits, rental subsidy, education grant, relocation and repatriation expenses; 6 weeks' annual vacation, home leave, pension plan and health insurance
