In addition, the UN 2030 Agenda for Sustainable Development endorsed by 193 UN member states in 2015 calls for ensuring access to affordable, reliable, sustainable and modern energy for all by 2030. As the 13th of the Sustainable Development Goals(SDGs), Climate Action calls for taking urgent action to combat climate change and its impacts. In addition, SDG #7 Affordable and clean Energy and SDG # 11 Sustainable Cities and communities, promise to take effort to ensure access to affordable, reliable, sustainable and modern energy for all, and make cities and human settlements inclusive, safe, resilient and sustainable, respectively. 

For more than a decade, UNDP has been working on promoting a hydrogen based clean energy solution. Together with the ministry of Science and Technology(MOST), UNDP has been working on the development of hydrogen fuel cell vehicles (FCV) in China since 2003, with the support of the Global Environment Facility (GEF). In 2106, UNDP and Chinese partners launched the third phase of the project to help commercialize FCVs in China and help reduce greenhouse gas emissions form transport sector.

In 2017, UNDP China signed a Strategic Cooperation Framework Agreement of China Hydrogen Economy Pilot in Chongqing Project, together with People’s Government of Jiulongpo District, Chongqing, the Institute of Nuclear and New Energy Technology (INET) of Tsinghua University, and Chongqing Hengtong Bus Co., Ltd. The cooperation of the four mentioned parties aims to jointly promote the establishment of Joint Research Center for Biofuels (Southwest Center) as well as to conduct a feasibility study on developing the China Hydrogen Economy Pilot in Chongqing Project in accordance with the principles of equality, resource sharing and mutual benefit. All parties will jointly support Jiulongpo District to become a Hydrogen Economy Pilot area to achieve sustained and healthy development of hydrogen energy industry as the goal.

Duties and Responsibilities

Description of Responsibilities

Under the overall supervision of the Team Leader of Energy and Environment at UNDP China and the direct leadership of the Chief technical advisor for the feasibility study, the National Consultant will be responsible for conducting study of economic analysis of hydrogen production industry and economic feasibility study by leading relevant research, analyzing data available and compiling the research results to a report.

The National Consultant shall provide thorough research, deep analysis and advisory expertise on economic analysis and feasibility study of hydrogen production industry to UNDP China. The Consultant’s approach shall be consistent with policies, rules and procedures of both UNDP and Chinese government. The National Consultant shall work in close collaboration with Energy and Environment Teams in UNDP China, as well as with Government partners, think tanks and other experts, ensuring successful completion of the assignment.

Responsibilities:

  • Timely communication with UNDP energy and environment team members for project progress and any possible program opportunity;
  • Conduct baseline research on economic issues of ethanol reforming based-hydrogen production industrial chain;
  • Conduct economic research on costs analysis and comparison for hydrogen production of all methods;
  • Conduct the overall economic feasibility study of ethanol reforming based-hydrogen production, including but not limited to costs, prices, competitiveness, allowances, etc.;
  • Conduct economic analysis on carbon trading of ethanol reforming based-hydrogen production;
  • Cooperate and support the international consultant on economic feasibility study of ethanol reforming based-hydrogen production.

Expected Outputs/deliverables:

  • A baseline research report on economic issues of ethanol reforming based-hydrogen production industrial chain;
  • An economic research report on costs analysis and comparison for hydrogen production of all methods;
  • A research report on the overall economic feasibility study of ethanol reforming based-hydrogen production;
  • Economic proposals on carbon trading of ethanol reforming based hydrogen production;
  • Presenting UNDP’s project and report at workshops and conferences as required;
  • Communication-related publications, such as newsletter, news articles, success stories, Op-eds on ethanol reforming based hydrogen production;
  • Project proposal on new pipeline projects on hydrogen economy

Required Skills and Experience

Required Skills and Experience

Education:

  • Bachelor’s Degree or equivalent in economic, finance, energy engineering, environmental science or related field;
  • Experience with energy and environment or hydrogen industry is preferable.

Experience:

  • Minimum ten years of working experience in economic analysis, finance, consulting or related fields. Working experience in domestic hydrogen energy industry development is advantageous;
  • Master of office software packages and handling of web-based management systems;
  • Familiarity with the Government of China, and with international development agencies. Working experience in collaboration with Chinese Government and international development agencies is advantageous.

Language Requirements:

  • Fluency in written and spoken English and Chinese.

Evaluation Criteria

The award of the contract will be made to the Individual Consultant who has obtained the highest Combined Score and has accepted UNDP’s General Terms and Conditions.  Only those applications which are responsive and compliant will be evaluated. The offers will be evaluated using the “Combined Scoring method” where:

  • Technical evaluation - 70%;
  • Financial Evaluation - 30%.
