Danish Demining Group (DDG) is the Humanitarian Mine Action department of Danish Refugee Council (DRC); a humanitarian INGO providing support to displaced and conflict-affected populations in more than 35 countries.

DDG has been present and operational in south Iraq since 2003 with a broad Mine Action portfolio - Technical Survey, Battle Area Clearance, Explosive Ordnance Disposal, Mine Risk Education and capacity building of local NGOs and national authorities. Since January 2015, the activities are relocated to central Iraq and KRI to meet the needs of the Iraqi IDPs and Syrian refugees.

 

Objectives

Under the supervision of the DDG Iraq Operations Manager, the ERW Risk Education/NTS Project Manager is responsible for the implementation and oversight of the ERW Risk Education/NTS project in Iraq. The project objectives include: 1) training, education and awareness of ERW and safe behaviour, resulting in reduced risk-taking behaviour within the conflict-affected communities; 2) identification of hazardous areas through Non-Technical survey that will enable safe return of communities and/or productive use of land, while marking of contaminated areas, as part of NTS, will generate a decrease in the number of casualties.

 

Responsibilities

Project Management

  • Overall responsibility over DDG’s ERW Risk Education /NTS teams, their recruitment, training/retraining, operational supervision and compliance with DDG SOP.
  •  Identify further training needs of the ERW RE teams and provide additional training accordingly;
  • Carrying out needs assessments, base-line surveys and data collection in the field using participatory tools, e.g. KAP-surveys;
  • Supervising and supporting the RE teams to ensure the proper execution of tasks in accordance with International Mine Action Standards and national requirements;
  •  Conduct regular Quality Assurance (QA) and monitoring visits to the field to oversee the Risk Education and NTS activities and ensure that activities are being conducted with consistent methodology and in required timeframe ;
  • Monitor the production of weekly/monthly work plans and reports to ensure they are completed in a timely manner ;
  • Analyse data on contamination collected by the survey teams and provide reports on hazardous Areas; Develop appropriate ERW RE materials and training curriculum in collaboration with the RE team;
  • Budget management incl. financial planning, review and adjustment.

 

Coordination and Liaison

  • Liaise with local and national authorities and local communities to ensure support, ownership and sustainability;
  • Establish and maintain good relationships with other mine action agencies in the country including those involved in survey, marking and clearance to ensure good coordination and shared knowledge;
  • Ensure internal coordination (DRC/DDG) and participate in strategic planning meetings as requested.

 

Project Quality Management and Reporting

  • Support the development of a sound M&E system, including tools for Impact Monitoring;
  • Adhere to internal Monitoring, Evaluation and Learning (MEL) guidelines and requirements;
  •  Monitoring and evaluate field work in order to ensure the quality of ongoing project activities based on identified needs, project plan and budget, and to ensure that timely decisions and corrective actions are made.
  •  Direct and supervise the day-to-day M&E/IM activities.
  • Ensure all the data is shared with relevant staff and actors.
  • Provide assistance to the Program Manager on producing concept notes and new proposals;
  • Ensure efficient and appropriate data collection;
  • Produce monthly, quarterly and final narrative reports -internal as well as external donor reports;
  •  Produce financial reports as required by supervisor and donors.
  • Ensure gender mainstreaming and conflict sensitivity programming

 

Required qualifications

  • University degree in Social Sciences and/or Education or similar field;
  • At least two years professional experiencein the field of community development, education, social work;
  • Practical experience in working with projects related to Risk Reduction and/or mine/ERW Risk Education;
  • Demonstrated knowledge and experience of non-technical survey and community liaison processes
  • Extensive knowledge of data collection skills such as interviewing, observation and participatory approaches as focus group discussions and community mapping
  • Experience in collecting, reviewing (QA) and managing large amounts of data.
  • Experience in M&E and designing and implementing assessments and surveys.
  • Knowledge of mapping and GIS would be an advantage
  • Fluency in English; Arabic and/or Kurdish is an asset.

Conditions

Spending long days in the field may be expected to conduct the work as described. The ERW RE/NTS Project Manager shall be prepared to participate in any relevant training as planned by the DDG Iraq and Middle East & North Africa (MENA) section. He/she is expected to conduct his/her work in a loyal and efficient manner; show initiative and commitment towards the goals and objectives of the project, and Humanitarian Mine Action in general. The ERW/NTS RE Project Manager is required to be familiar with and adhere to the DRC/DDG Code of Conduct. 

 

Duty Station: Erbil, Kurdish Region of Iraq (KRI), with frequent travels to other locations in KRI and Central Iraq. Erbil is a non-family duty station.

Reports to: DDG Operations Manager

The ERW Risk Education/NTS Project Manager will be offered a 12 months contract with possibility of extension, whereof the initial three months shall be considered probation period.  

 
Salary and other conditions in accordance with DRC’s Terms of Employment for Expatriates (can be found on www.drc.ngo under Vacancies). The position is placed at level between A11 to A16. The contract may be extended depending on performance, project requirements and funding, and in understanding with the DDG Iraq Program Manager. All DDG contracts are subject to funding.
