Organizational Setting
 
The Department of Nuclear Safety and Security (NS) formulates and implements the IAEA's nuclear safety and security programme, which encompasses the Agency's activities to protect people and the environment from radiation exposure, and responds to the safety and security related needs of its Member States.

The Incident and Emergency Centre (IEC) is part of the Department of Nuclear Safety and Security and reports to the Deputy Director General, Head of the Department. The IEC serves as the IAEA's focal point for preparedness and response to nuclear and radiological incidents and emergencies regardless of their cause, and for strengthening Member States' preparedness for response.
 
Main Purpose
 
The IEC coordinates activities related to the International Nuclear and Radiological Event Scale (INES). The use of INES as a communication tool needs to be further strengthened. The Consultant will perform functions related to INES activities.
 
Functions / Key Results Expected
 
The Consultant will\:

• Provide expert advice in the finalization of the draft of the revised INES Manual 2008 Edition.
• Provide expert advice in the administration of the information exchange via USIE/NEWS in relation to INES.
• Provide expert advice in developing new INES related documents, as required.
• Provide expert advice in the administration of the INES collaboration space.
• Assist in conduct of the INES related trainings by delivering lectures and preparing and providing working sessions.
• Provide expert advice in the following INES Advisory Committee meeting, as applicable.

Qualifications and Experience
 
  • University degree in natural sciences (i.e. chemistry, physics, medicine) or a related field.
  • Minimum of 5 years of experience related to the use of INES at national or international level.
  • Experience in emergency preparedness and response activities with focus on the aspects of public communications in nuclear and radiological emergencies.
  • Good understanding of the role of the IAEA during a nuclear or radiological emergency.
  • Good knowledge of the IAEA Safety Standards and the IAEA Emergency Preparedness and Response series.
 
Remuneration
 
The remuneration for this consultancy is a daily fee of up to a maximum of € 250, based on qualifications and experience. In case duty travel is required within the assignment, a daily subsistence allowance (DSA) and travel costs are provided. Health coverage and pension fund are the responsibility of the incumbent.
