Key management position in DDG Iraq and member of DDG’s global, technical network of operations managers.

 

Background

Danish Demining Group (DDG) is the Humanitarian Mine Action department of Danish Refugee Council (DRC); a humanitarian INGO providing support to displaced and conflict-affected populations in more than 35 countries.

DDG has been present and operational in south Iraq since 2003 with a broad Mine Action portfolio - Technical Survey, Battle Area Clearance, Explosive Ordnance Disposal, Mine Risk Education and capacity building of local NGOs and national authorities. Since January 2015, the activities are relocated to central Iraq and KRI to meet the needs of the Iraqi IDPs and Syrian refugees.

 

Purpose

The Logistics manager has overall responsibility for delivering timely and effective logistical and procurement support to the implementation of DDG programs across Iraq. The primary focus of this job is to put in place country policies and procedures to ensure effective logistics management in cooperation with DRC Logistics and Procurement staff.

The successful candidate will be highly organized, an excellent communicator and have the ability to maintain level-headedness and resilience when facing operational challenges.

 

Responsibilities

Technical logistics and procurement oversight

  • Lead the delivery of logistics and procurement activities in line with the DRC Operations Handbook and ensure these activities are timely, effective and efficient in meeting the needs of programme delivery, and that speed of process flow is balanced against having appropriate controls, checks and balances in place.
  • Ensure effective asset management and reporting, and disposal / donation in accordance with donor requirements.
  • Lead logistics emergency preparedness, designing the manner of response and overseeing the establishment of supplier lists, framework agreements, appropriate storage etc. Also negotiate external partnerships as required to facilitate DDG’s effective response to an emergency.

     

    Staff management and capacity building

  • Direct line management of DDG logistics and procurement staff and technical management of field based logistics and procurement staff.
  • Identify development needs and provide capacity building, mentoring, training and advice to logistics and procurement staff to improve ways of working and achieve logistics excellence.
  • Design and deliver appropriate training to programme staff to improve understanding of logistics processes and to foster better collaboration across teams.
  • Ensure tasks are appropriately delegated and staff are empowered and accountable in their work.

     

    Accountability

  • Ensure clear lines of logistics and procurement responsibility, appropriate segregation of duties and pervasive accountability throughout the organisation.
  • Ensure that staff terms of employment are implemented and that disciplinary issues are dealt with quickly, fairly and consistently.
  • Implement anti-corruption measures across logistics and procurement departments and ensure that staff are trained and aware of corruption and corruption prevention measures, and that both suppliers and staff understand appropriate whistle-blowing procedures. Ensure that all allegations of corruption or breaches of the CoC are reported immediately.

 

Required qualifications

  • Relevant supply chain or logistics qualification.
  • Minimum 5 years’ experience in the logistics and procurement industry, with at least 3 years as a manager setting strategic direction and leading logistics delivery.
  • Fluency in written and spoken English.
  • Arabic is preferred.
  • Excellent IT skills; Microsoft Word, Excel, PowerPoint, etc.
  • An understanding and commitment to DDG/DRC aims and values.
  • Willing and able to work beyond statutory hours at short notice, and be contactable outside of office hours.

 

Desirable

  • DRC/DDG experience, in particular to logistics.
  • Experience with capacity building and mentoring staff.
  • Demonstrable experience of recruitment and staff selection.
  • Clear understanding of DRC Code of Conduct and values.

Conditions

Duty station: Erbil, Iraq. This is a ‘non-family duty station’ and applicants must be prepared to live and work in an unstable security environment with limited recreational and social facilities, particularly when working in field locations.

 

We offer

Contract length: 12 months with a possibility for extension, subject to funding and performance. Salary and conditions in accordance with Danish Refugee Council’s Terms of Employment for Expatriates and Appendix A11-A9/ as posted at www.drc.ngo  under Vacancies. This position offers a generous R&R benefit in addition to five weeks of paid annual leave.
