ORGANIZATIONAL CONTEXT

Under the overall supervision of the PRISM Team Leader, the PRISM Software Developer Consultant will support adoption of PRISM for government decision-making.

JOB PURPOSE

The core objective of PRISM is to integrate government information flows and develop (across ministries) an interactive, user-friendly platform that provides updated, real-time information to decision-makers. PRISM aims to inform development activities and emergency response decisions as well as facilitating implementation of social protection programmes.

With this aim in mind, PRISM is working on the development of an emergency information platform, for which WFP, in collaboration with the National Committee for Disaster Management (NCDM), will design and implement improved emergency information management. PRISM is also working on continuing integration of the IDPoor database into existing social protection schemes (i.e. the primary and secondary school scholarship programme). This is intended to instituationalize the IDPoor system while creating efficiencies and reducing overall cost of government social protection programmes. PRISM is also focused on supporting the development of M&E System for MoEYS, working to develop a monitoring and evaluation system to facilitate MoEYS decision-making.

KEY ACCOUNTABILITIES (not all-inclusive)

  1. Develop and deploy IT systems aligned with business needs ensuring compliance with WFP IT policies and procedures and overall information management strategy.
  2. Write detailed technical specifications for developed applications ensuring traceability back to source requirements. Develop and maintain technical documentation for quality, accuracy and comprehensive coverage of functionality.
  3. Create test plans and perform testing for quality, accuracy and comprehensive coverage of program code.
  4. Install, configure and customize IT systems, integrate and migrate data between systems ensuring compliance with WFP’s IT standards, guidelines and procedures.
  5. Guide junior IT solutions development staff to ensure continuous development and promote high performance.
  6. Follow the entire release process providing early life support managing incoming change, maintenance and support requests in order to prepare for and enable proper use of the IT solutions.
  7. Provide support to users, analyse and resolve issues and enhance IT systems following IT policies, procedures and standards.
  8. Deliver training on existing and new IT functionalities and provide continuous user support for capacity building.
  9. Contribute to technical specifications supporting the procurement of IT products and services following WFP rules and regulations.
  10. Collate and analyse data to contribute to the preparation of accurate reports on IT activities, investments and costs, identifying ideas to increase cost-efficiencies where possible.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

  • Has participated in the development of systems, applications, and/or databases.
    Has demonstrated experience with one of the following: PHP, VBA, C#, C++, Ruby on Rails, Python, MySQL, PostgreSQL, Access database management systems and development, intuitive web design that is mobile compatible, HTML5 Web Application Framework, open source GIS mapping services (OpenStreetMap and others), and translating user requirements into deliverables.
  • Has collated data and prepared reports on IT/TC investment and costs in order to facilitate decision-making by stakeholders.
  • Has provided guidance to technical support staff.
    Experience with human centered design is preferred.

OTHER SPECIFIC JOB REQUIREMENTS

Development of Technical Specifications and User Requirements

  • Study and review existing database and its interface application, as well as all PRISM tools, including flow, coding descriptions, and overall business processes, by carrying out a careful review of documentation created by previously employed developers, and ensuring such documents are continually developed, improved, updated, and clarifed throughout the production process.
  • Work closely with the PRISM team on setting out detailed technical specifications for deliverables through discussion and observations with various members of WFP staff, addressing PRISM dashboard and other software development needs, resulting in clear specification requirements.
  • Apply iterative user experience feedback from direct observations, documentation, and/or instructions from WFP staff, partners, and beneficiaries.

Database and PRISM Software Maintenance and Development

  • Manage existing PRISM software for improving management of WFP programme and government monitoring and decision-making tools, training non-technical staff to manage information.
  • Manage database to automatically populate information collected and received from various partners, ensuring data flows from partners, and government at national and subnational levels are optimized.
  • Modify calculations in database to reflect user decision-making needs.

PRISM Dashboard Development

  • Develop new user friendly dashboard visualizations, including intuitive displays of various sources of data from government ministries, WFP programme, and relevant partners.
  • Develop intuitive and user-friendly features on the dashboard, displaying data based on user requirements, making it possible for WFP staff to continue to manage content and displays.
  • Modify administrative functions so that the visualization platform is flexible and adaptable to WFP programme and government needs, ensuring displays can be tailored to desired requirements.
  • Work with WFP to ensure government transitions to hosting PRISM technology, including installation and migration of tools and information to government ministries, providing detailed and understandable user and coder guides to technical and non-technical staff.

STANDARD MINIMUM QUALIFICATIONS

Education:

Advanced university degree in Computer Science, engineering or other relevant field, or First University degree with additional years of related work experience or trainings/courses.

Language:

National Professional: Fluency (level C) in English language and the duty station’s language, if different.

TERMS AND CONDITIONS

Type of Contract: WFP Special Service Agreement - SSA

Duration: Six months (extendable upto 11 months if needed)

Duty Station: Telecommuniting – reporting to UN World Food Programme in Cambodia
