CONSULTANCY for SECURITY ADVISER

 

BACKGROUND

The King Abdullah International Centre for Interreligious and Intercultural Dialogue is an intergovernmental organization that was founded in 2012 to enable, empower and encourage dialogue among followers of different religions and cultures around the world.

While the Headquarters is set in Vienna, we also operate in conflict areas and are planning to establish field offices in three regions, Arab Region, South-east Asia, and sub-Saharan Africa. Our staff travel regularly to those areas and a number of meetings and workshops take place in countries where security is of concern. We are not an operational agency, but we work through partners.

We are looking for the services of Security Adviser who will provide advice to senior management on the security risk exposure and how best to mitigate against it.

FUNCTIONS

  • In close consultation with the Operational Support Services, the Security Adviser will:
  • Conduct assessment of the security risk exposure for KAICIID, its staff, field experts, delegates and meeting participants, outlining potential threats, their risk levels and recommended mitigation strategies;
  • Recommend security coordination mechanism to ensure safety of KAICIID staff and delegates on the ground;
  • Within the KAICIID focus areas (up to 7 locations, including Bangui, CAR, Abuja, Nigeria, Naypyidaw, Myanmar):
    • Identify minimum security requirements for accommodation and conducting of meetings/events and recommend appropriate locations taking into account the UN’s security plans in the relevant countries;
    • Identify reliable providers for:
      • Ground transportation
      • Security Services (protection for staff and participants)
  • Assess the need for implementing security tools, such as Phone Tracking or Security Apps and, depending on the need, recommend the optimum ones for the Centre;
  • From a security perspective, recommend best practices on the carrying and handling of cash intended for disbursement away from the Centre, including possibilities of insuring the cash;
  • Provide up to two trainings to KAICIID staff on the issues of security related to travel to the field;
  • Based on the risk assessment, prepare draft Security Policy which staff will have to follow when they are on official travel. The proposed Security Policy should provide a clear guidance for staff on security issues, taking into account the international standards and highlighting good practices in this regard.

REQUIRED QUALIFICATIONS AND EXPERIENCE

  • Extensive knowledge of personal security and safety issues affecting humanitarian personnel, particularly in crisis contexts;
  • At least five (5) years of relevant working experience, preferably in an international organization, organizations of the UN common system, international NGO or a development agency; direct field experience is an advantage;
  • Experience in developing, presenting and facilitating appropriate security training for staff;
  • Excellent judgement and analytical skills, ability to make clear recommendations;
  • Excellent inter-personal skills, with ability to influence others on the basis of sound analysis and advice.

LANGUAGES

Fluency in English.

PERIOD of CONTRACT

The consultancy period is estimated as 2 months, starting as soon as possible.
