Background

As Cambodia transitions into Middle Income Country (MIC) status, the continued relevance of UNDP depends on its ability to engage the Royal Government of Cambodia at the policy level, as the foundation for creating a platform to discuss and to address long term development issues. In light of these changes, UNDP Cambodia has implemented a policy-based approach to programming, where policy dialogue becomes the basis for the formulation of new programmes and projects. Also, through the Policy Communications, and Social Innovations Project, UNDP Cambodia established a Policy Team that is responsible for policy engagement, programming, research, communications & advocacy, and partnerships. 

Duties and Responsibilities

Under supervision of the Policy Specialist and Senior Policy Advisor (Policy) within existing NRM structures in the country office, the National Policy Analyst (Natural Resources Management (NRM), biodiversity conservation and environment) will:
  • Coordinate and lead the processes related to ongoing works related to Community based NRM, Payment for Ecosystem Services (PES), and sustainable production of forest products 
  • Coordinate and lead the processes of policy dialogue, consultation and formulation related to NRM, biodiversity conservation and other environmental issues with government and development partners 
  • Support UNDP in the process of programming and pipeline formulation related to NRM, biodiversity conservation and other environmental issues.
  • Promote partnerships building and knowledge management
1. Coordinate and lead the processes related to ongoing works related to Community based NRM, Payment for Ecosystem Services (PES), and sustainable production of forest products 
  • Design roadmaps of activities related to community based NRM, PES and sustainable production of forest products 
  • Design key activities which UNDP should focus on in partnership and consultation with relevant stakeholders 
  • Develop ToRs of, and supervise relevant consultants and provide quality assurance 
2. Coordinate and lead the processes of policy dialogue, consultation and formulation related to NRM, biodiversity conservation and other environmental issues with government and development partners 
  • Collect, compile, analyse and interpret NRM related data, thorough research of the evidenced-based NRM issues in the country and production of relevant reports including National Human Development Report 
  • Produce policy reports and manage consultation processes.
  • Provision of substantive advice on possible areas for UNDP support and adjustment of on-going programmer to ensure that UNDP programmes are in line with national policies and priorities.
  • Facilitate policy dialogue on NRM issues with the government, development partners, civil society, the private sector; contributions to development of policies as relevant.
  • Provide policy options, particularly from sustainable NRM and human development perspectives, on macroeconomic and development issues to government and other development actors.
  • Make sound contributions to knowledge networks through identification of best practices and lessons learned.
  • Develop ToRs of, and supervise relevant consultants and provide quality assurance 
3. Support UNDP in the process of programming and pipeline formulation related to NRM, biodiversity conservation and other environmental issues.
  • Identify areas of UNDP comparative advantages in the field of NRM, biodiversity conservation, and other environmental issues whenever relevant 
  • Formulate a project concept note/a full project document/information materials in consultation with relevant stakeholders among others 
  • Mobilize resources with donors, private sector, government and other global and regional resources including Global Environmental Facility (GEF), and Green Climate Fund (GCF)  
  • Facilitate consultations required for the including Internal Project Appraisal meeting, Local Project Appraisal Meeting 
  • Develop ToRs of, and supervise relevant consultants and provide quality assurance 
4. Promote partnerships building and knowledge management
  • Coordinate and support the preparation of inputs from the CO to articles/policy briefs/position papers that address links between NRM and other development concerns, in collaboration with other practices such as governance, poverty reduction, gender, crisis prevention and recovery, and capacity development.
  • Coordinate and organize stakeholder meetings/events/workshops to discuss priority issues within NRM, biodiversity and environment with key stakeholders 
  • Assist the Country Office to explore the potential for private sector partnerships on NRM and opportunities for carbon/environmental financing.
  • Develop ToRs of, and supervise relevant consultants and provide quality assurance 
Impact of Results
 
The key results have an impact on the overall effectiveness and efficiency of UN energy and green growth activities in the country, including short, medium and long-term planning, improved business results and client services.  
 
They also impact on increasing Governments’, partners’, and civil society and communities’ awareness and knowledge of energy and green growth to development, and on the ability for energy and green growth plans and sectoral policies.  Accurate analysis, presentation and knowledge sharing promote timely positioning and readjustment of UNDP programme management.

Required Skills and Experience

  • Bachelor or Master’s Degree in forestry, natural resource economics, political science or related social science or other closely related fields.
  • Master with at least 5 years or Bachelor with at least 7 years of relevant work experience on issues related to NRM, and biodiversity conservation. Additional working experiences with other environmental issues is a plus;  
  • Experience in working with government, donors or the UN previously is an asset;
  • Experience in development and research work in the area of forestry, natural resources management, and related issues;
  • Familiarity with policy dialogues and advisory functions involving government counterparts and other stake-holders; 
  • Proven experience and knowledge of the country’s institutional framework and policies of NRM is an asset.
  • Fluency in spoken and written Khmer and English.
