REQUEST FOR PROPOSAL (RFP) for Consultancy Framework Agreements

The Representation Office of the Norwegian Refugee Council in Geneva invites you to provide an application for the consultancy services described below in the Terms of Reference (TOR) - with a view to establishing Framework Agreements for specific areas of expertise under which to issue future consultancy contracts. 

Agreement Period: 1 year, renewable up to three years total.

Pre-requisites for application:

  • Applications can be accepted only from named individuals.
  • Registration as a “sole trader” or consultant in country of residence or as employee within a consultancy company is required.
  • The consultant must provide proof of status and membership of national social security scheme before a Framework Agreement can be signed or any future consultancy contract issued.
  • The consultant must be available to provide services as of June 2018 on an ad-hoc basis upon request of NRC.

Manner of Submission:

Please submit your proposal only via NRC’s WebCruiter, according to the requirements specified below under Application Process.

Deadline for submission of proposals is midnight CET on Wednesday 23 May 2018. Submissions not received by this deadline will not be considered. 

Please note: All service providers/consultants working with NRC should maintain high standards on ethical issues, respect and apply basic human and social rights, ensure non-exploitation of child labour, and give fair working conditions to their staff. NRC reserves the right to reject quotations provided by suppliers not meeting these standards. Vendors doing business with NRC will be screened on anti-corruption due diligence before NRC confirms an order or contract

TERMS of REFERENCE (ToR) for Consultancy Framework Agreements

NRC Geneva leads Norwegian Refugee Council’s representation and activities in Geneva, especially with the IASC mechanisms, UN agencies and Swiss donors, and is leading on humanitarian policy globally. NRC strives to assist and protect vulnerable and displaced people during crises, especially in situations of conflict. Established in 1946, NRC is an independent, humanitarian, non-profit, non-governmental organisation working in both new and protracted crises across 31 countries. NRC employs a rights based approach, challenging those with responsibility to uphold the rights of displaced people set out within national and international laws. NRC endeavours to secure the acceptance of local stakeholders for activities and is committed to the principles of humanity, neutrality, independence and impartiality.

Areas of expertise: NRC Geneva is seeking qualified consultants with expertise in the humanitarian sector to provide research, advice and information services on the following topics: humanitarian financing, humanitarian principles and access, protection, education, counter-terrorism, climate change and disaster displacement, and institutional partnership.

Framework Agreement Period: 1 year from 1 June 2018 until 31 May 2019, renewable.

Details of services required:

  • Desk reviews, analysis and researches on NRC Geneva working areas.
  • Facilitate and develop reports, recommendations, workshops, and presentations outlining the main findings.
  • Detailed deliverables and timelines will be clearly defined in the specific terms of reference for each consultancy to be provided by NRC.
  • Travel to the field or face to face meetings in Geneva may be required for some of the future consultancies to be issued under this Framework Agreement. This will be defined in the specific TOR for each consultancy and NRC will cover all related travel and accommodation costs.

Professional qualifications:

  • Minimum of seven years of documented experience in humanitarian affairs at the international level, with Non-profit Organisations and International Organisations.
  • Previous experience in conducting similar research and consultancies,  including demonstrated expertise in conducting research in the areas of work of NRC Geneva. Proven expertise in mixed methodology (qualitative and quantitative).
  • Strong analytical and reporting skills.
  • Capacity to present and illustrate results in a simple, timely and effective manner.
  • Fluency in English with excellent written skills is required. Knowledge of French or other languages is an asset.
  • Computer skills, including MS Office, Excel, PowerPoint, online survey tools.

Organisational setting:

  • The consultancies will be home-based with frequent meetings (in person or via voice or video conference) with activity lead within NRC in Geneva.
  • The Consultant will interface with NRC Geneva policy and partnership teams.


APPLICATION PROCESS

To express interest in establishing a Framework Agreement (FWA) with NRC Geneva, the consultant should complete an NRC WebCruiter application with their personal details (CV) and upload the following documents as part of the application:

  • Cover letter
  • Expression of Interest (max. 10 pages) clearly stating the area(s) of expertise for which you wish to be considered (from: humanitarian financing; humanitarian principles and access; protection; education; counter-terrorism; climate change and disaster displacement; institutional partnership) and relevant experience and capacity to undertake services listed in the ToR.
  • Writing sample in English of previous or current work.
  • List of references that can be contacted to verify the quality of services.
  • Rates: daily consultancy rate in CHF or USD, inclusive VAT and all charges.

NB. This daily rate and currency will be fixed for the duration of the Framework agreement and will form the basis for consultancy contracts issued. Any payment for additional costs, third-party services or travel expenses will be discussed and decided on for each consultancy contract and thus these costs should not be listed in the application.
