Organizational Setting

The Division of Human Resources (MTHR), within the Department of Management, plans, acquires and manages human resources to effectively implement the IAEA programmes. It thus delivers the full spectrum of human resource services, including HR organizational development and planning, talent acquisition and development, performance management, and administration of compensation and benefits. The Division serves a multicultural workforce of approximately 2300 people from diverse scientific, technical, managerial and professional disciplines.
The HR Services Section (HSS) provides the Agency’s staff and personnel with HR services and advice in the areas of job classification, policy, administration of benefits and entitlements, administration of posts and contracts, and on-boarding of staff.


Main Purpose

Reporting to the Section Head, HR Services (HSS), the HR Policy Specialist develops innovative HR policies and procedures, and ensures their effective operation. She/he advises on the interpretation of Regulations and Rules, prepares position papers on HR policy issues, and proactively contributes to design of standard operation procedures, monitors their regularity and compliance with existing Rules and Regulations.


Role

The HR Policy Specialist is\: (1) an expert, interpreting HR policies, and UN Regulations and Rules; (2) a specialist, providing advice, identifying/ considering risks and implications of policy issues and solutions, and formulating position papers; (3) a coordinator, gathering contributions from HR practitioners and preparing responses to audits/reviews and following up and resolving procedural matters.


Functions / Key Results Expected

Develop innovative HR policies and procedures within the framework of the Agency’s programme, pertinent Board and UN General Assembly decisions and recommendations of the ICSC, HR Network and other policy coordinating organs within the UN Common system.

Review existing policies and procedures; solicit feedback from subject matter experts with regard to their effectiveness; suggest improvements, and obtain approval through appropriate channels; ensure and coordinate the publication of HR manuals and guidelines on policies and procedures including any revisions.

Provide advice on the application of UN Staff Rules and Regulations and the implementation of HR policies and contracting modalities, anticipating risks and evaluating consequences to the organization.

Coordinate responses to internal and UN audits/reviews and prepare position papers on HR policy issues.

Assist MTHR in preparing background information and positions for specific cases.

Liaise with counterparts in the UN Common System and in the private sector in order to keep abreast of best practices, trends and developments in the areas of HR-related policies.

Qualifications, Experience and Language skills

Master's Degree - Advanced university degree in human resources management, public or business administration, law or a related field.

 

At least seven years, of which some at the international level, of progressively responsible professional experience in human resources management, with an emphasis on HR policies.

Demonstrated professional experience in the delivery of innovative and effective HR policies is essential.

Experience in applying best practices in international human resource management and in the UN Common System is an asset.

Experience in analysing issues on an organizational-wide basis and making policy proposals and/or amendments, identifying and considering risks, as well as implications of changes.

Excellent oral and written command of English. Knowledge of other official IAEA languages (Arabic, Chinese, French, Russian and Spanish) is an asset.


Remuneration

The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at US $71332 (subject to mandatory deductions for pension contributions and health insurance), a variable post adjustment which currently amounts to US $ 35452, dependency benefits, rental subsidy, education grant, relocation and repatriation expenses; 6 weeks' annual vacation, home leave, pension plan and health insurance
