Organizational Setting

The Department of Safeguards (SG) is the organizational hub for the implementation of IAEA safeguards. The IAEA implements nuclear verification activities for some 180 States in accordance with their safeguards agreements. The safeguards activities are undertaken within a dynamic and technically challenging environment including advanced nuclear fuel cycle facilities and complemented by the political diversity of the countries.

The Department of Safeguards consists of six Divisions\: three Operations Divisions\: A, B and C, for the implementation of verification activities around the world; three Technical Divisions\: Division of Concepts and Planning, Division of Information Management, and Division of Technical and Scientific Services; as well as three Offices\: the Office for Verification in Iran, the Office of Safeguards Analytical Services and the Office of Information and Communication Services.

The primary focus of the Office for Verification in Iran is to perform and document safeguards verification activities and to conduct analysis and evaluations aimed at providing assurances that a State is complying with their nuclear safeguards commitments. The Office implements a broad range of measures, including information analysis and in-field verification, to draw soundly based safeguards conclusions. In addition, the Office is responsible for implementing verification and monitoring activities of the Iran nuclear related commitment set out in the Joint Comprehensive Plan of Action.


Main Purpose

Under the immediate supervision of the Office's Director, the Section Head (SGVI Coordination and Support) is responsible for\:

Coordinating and supporting all verification and monitoring activities in Iran in relation to the Comprehensive Safeguards Agreement (CSA), the Additional Protocol (AP) and JCPOA.

Supervising the planning, implementation, monitoring, controlling and reporting the efficient and effective utilization of the financial resources made available for the implementation of the CSA, AP and the JCPOA, in particular the extra budgetary funding.

Coordinating all Collaborative Analysis Platform (CAP) related activities for SGVI.

Advising the Office Director on all managerial matters and facilitating decision making.


Role

The Section Head (SGVI Coordination and Support) is\: (a) a coordinator on issues related to the implementation of safeguards and the JCPOA in Iran, as well as the analytical work of the Office related to CAP/Palantir; (b) a leader promoting good performance and teamwork and creating an environment where staff can develop their skills and share knowledge and experience; (c) the adviser - explaining a range of options and promoting the best solution in human and financial resources allocations and other managerial matters; and (d) a manager of financial resources and complex reporting related to the Iran activities, as well as human resources, material/equipment, travel and logistics.


Functions / Key Results Expected

Management and organization\:
Lead, manage, organize, direct and supervise the work and deliveries of the Section and optimize the utilization of human, financial and equipment resources. This includes ensuring that staff assigned to the Section are adequately trained to perform their assigned work, performing quality control/assurance for all tasks carried out by the Section and the planning and implementation of inspections.
Provide coordination support to Sections in order to ensure the implementation of effective safeguards verification activities for a broad range of nuclear facilities.
Monitor and provide the necessary support for scheduling the Divisions duty travels and preparing for in-field verification activities; ensure that travel policies and procedures are adhered to; oversee the performance of in-field activities; and ensure that appropriate reporting procedures and practices are maintained.
Provide common services to the Division regarding the development and/or revision of work and reporting procedures, equipment management and utilisation, and administrative and technical correspondence with respect to the routine implementation of safeguards and ensure correct management of all associated documentation.
Leads the establishment of appropriate performance indicators and provides statistics on the level of verification activities in the field on monthly, quarterly and yearly basis.
Supervises the elaboration of the project proposals to potential donor countries.
Acts as a project quality control in monitoring all the verification and monitoring activities in Iran, as well as the headquarters tasks. Provides expert financial advice on matters related to the costs allocations methodology, financial planning, monitoring and reporting of the resources assigned to the verification and monitoring activities in Iran.
Provides expert advice on the management of human resources in the Office.
Synthesizes and provides recommendation to the Office’s Director on all matters related to management.
Safeguards evaluation\:
Oversee the evaluation of accounting reports, notifications and State declarations in connection with safeguards implementation for correctness and completeness; review, evaluate and approve reports on verification activities and statements on results and conclusions.
Coordinate and provide input to the negotiation of safeguards agreements and additional protocols thereto, Subsidiary Arrangements, including Facility Attachments, and participate as necessary in negotiations and liaison meetings.
Supervise the Section's staff in their support for the preparation and implementation of State work plans and safeguards approaches and in the preparation of State evaluation reports.
Coordination\:
Coordinate and consolidates the results-based budget for the Office and the financial plans, as well as the periodic forecasts and the deviations in the budget utilization; suggests corrective actions, if needed.
Coordinates the preparation and the updates of the inspection schedules. Coordinates the CAP activities and liaises with SGIS in terms of software requirements.
Coordinates and synthesizes budget submissions and funding project proposals. Coordinates and provides expertise for the most effective and efficient financial and human resources management.
Conduct Section meetings and participate in Divisional and Departmental coordination meetings.
Maintain contacts with State authorities and participate in consultations and meetings with them, with Member States on the implementation of the JCPOA and with Donor countries for the financial utilization of resources for the JCPOA.
Coordinate quality management as well as safety, health and radiation protection activities for the Office.

Remuneration

The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at US $85543 (subject to mandatory deductions for pension contributions and health insurance), a variable post adjustment which currently amounts to US $ 42515, dependency benefits, rental subsidy, education grant, relocation and repatriation expenses; 6 weeks' annual vacation, home leave, pension plan and health insurance
