We are now looking for an experienced Area Manager to join our team in Ukraine.

NRC in Ukraine

Due to the armed conflict in eastern Ukraine, causing displacement of civilians and increasing pressure on resources and host communities, NRC has established a long-term Country Programme in Ukraine in line with NRC’s mission statement and core competencies. NRC focuses on responding to the protection and assistance needs of the conflict-affected population, including IDPs, returnees, host communities and local communities in eastern Ukraine, notably along the contact-line. As the conflict has become protracted, it is necessary to respond to the evolving needs of the civilian population with not only a humanitarian response, but also with early-recovery/recovery activities.

In 2018, NRC will continue its extensive Shelter/Non-Food Items, Information, Counselling and Legal Assistance (ICLA) and Livelihood/Food Security programmes in eastern Ukraine, as well as likely expand into other sectors (e.g. water, hygiene and sanitation/WASH, education). Due to the evolving environment, NRC programmes will maintain a strong humanitarian focus, while at the same time contribute to durable solutions for displaced outside the immediate conflict zone.

About the position

The Area Manager will be responsible for leading the overall planning, implementation and management, as well as ensuring the achievement of the goals and objectives of the existing projects, in a timely and cost-effective manner with adherence to technical quality standards and donor guidelines.

The Area Manager reports to the Country Director.

Position Responsibilities:

  • Line management for senior project staff and support functions (Field Office Coordinator and Sub-Office staff) in the area
  • Member of the Country Management Group (CMG).
  • Compliance with and adherence to NRC policies, guidance and procedures.
  • Provide area specific input on CC strategies, Country Strategy and Plan of Action.
  • Implementation of projects (including master support budget and coordinating input for donor proposals and reports) in the area, in compliance with contractual commitments (i.e. quality, synergies, timeliness, use of resources).
  • Assess needs, develop emergency response and implement response plans.
  • Ensure optimal use of resources within the allocated project budgets and CC strategies.
  • Ensure overall security and safety of staff in the area.
  • Promote the rights of IDPs/returnees in line with the advocacy strategy.
  • Manage and lead NRC staff. This includes building an effective team through result-oriented management systems, providing leadership and on-the-job capacity building especially for national managers.
  • Represents NRC in the area by developing/maintaining relations with local/regional authorities, NGOs, local and international organizations (UN, ICRC, OSCE), donors and other relevant stakeholders.
  • Manage the NRC Strategy to gain/maintain access and expand humanitarian space in NGCA of eastern Ukraine, including undertaking negotiations with authorities and other involved actors.

Our ideal candidate

We are seeking a motivated humanitarian professional to join our Ukraine operations. A university graduate with at least 3 years’ experience as an Area Manager in a humanitarian/ recovery context. We are particularly, looking for an individual with practical and extensive financial and administration management experience. Someone with solid experience leading teams, and with a proven history of successful representation; building and maintaining relationships with donors and partners. In addition, our ideal candidate has a knack for successful negotiations, including interacting with non-state actors. Knowledge of the context in Ukraine (or other post-Soviet contexts), and Russian or Ukrainian language proficiency will be added advantage.

Contract period: 12 months, with possibility of extension
Grade: 10 (See NRC Global Grade Structure at the bottom)
Duty Station: Severodonetsk, with 20% travel to eastern Ukraine

Additional Information:

This is an unaccompanied post/non family duty station, with shared housing/ accommodation of moderate standard.
Approved health certificate will be requested before contract start
