The general objective for the position will be:

To facilitate the roll out and further development of the Disaster Risk Reduction programme in Sierra Leone in districts which are prone to disasters, environmental degradation and climate change, together with local partners and international peers.

The specific objectives will be the following:

  1. Identify new Cordaid DRR partners, support them to identify, formulate, implement, monitor & evaluate and document CMDRR programmes, and facilitate their capacity building.
  2. Assess identified local partners’ capacity for DRR programming (to identify, formulate, implement, monitor & evaluate and document CMDRR programmes);
  3. Assess CMDRR proposals and budgets from partners and advise partners on those; assess partners’ narrative and financial reports on CMDRR projects and advise partners on those;
  4. Initiate and facilitate the strengthening of organisational capacities of the partners involved in the CMDRR programme (incl. their implementation capacity, financial capacity and, at a later stage, their lobby & advocacy capacity);
  5. Identify possible external donor support for DRR projects, fundraise for the DRR programme and (co) design and write proposals for external funding where and when appropriate, in close collaboration with the Cordaid Head Office Resilience unit;
  6. Assess whether, and if so how, the CMDRR approach (incl. Climate Change Adaptation and Ecosystem Approach) can be integrated in the work of other Cordaid programmes in Sierra Leone (Health, Private Sector Development, Security and Justice); facilitate this integration of CMDRR in the work of those programs, where and when relevant.
  7. Build alliances with other key DRR stakeholders in the country, such as government (national level, district level), UN institutions, donors, research centres, private sector, other (I)NGOs, network organizations and platforms).
  8. Be responsible for documenting lessons learned based on the experiences with CMDRR, in the various programmes of partner organisations and Cordaid Sierra Leone.
  9. Manage the DRR programmes of Cordaid Sierra Leone administratively in the appropriate Cordaid systems.

The Cordaid Programme Manager DRR will be based in the Cordaid Sierra Leone Freetown office, and from there travel frequently to the partner organisations in the field.

The Programme Manager DRR is responsible to and reports to the Cordaid Sierra Leone Country Director. He/she works closely with the experts of the Resilience unit in Cordaid Head Office in The Hague.

The Nationality of the Program Manager will be restricted to Ecowas Nationals.
