Kachin State, Myanmar

 

 

Overall objective

Danish Refugee Council (DRC) is seeking a dedicated Protection  Coordinator to strengthen DRC’s operations in Myanmar’s Kachin State.

DRC has worked in Myanmar since 2009 providing humanitarian and infrastructure assistance to victims of cyclone Nargis in the Ayeyarwady Delta in southern Myanmar. In 2011, DRC/DDG expanded its activities to Rakhine and Kachin, and in 2013, to South Eastern Myanmar, moving its program towards emergency response to the humanitarian crisis of IDPs in camps and camp like situations. DRC implements multi-sectoral programming to address the persistent needs of the displaced, conflict affected populations in these locations.

 

Following the break of a ceasefire in Kachin in June 2011, DRC moved its program towards emergency response to the humanitarian crisis of IDPs in camps and camp like situations. The work includes multi-sectoral programming to address the persistent needs of the displaced, conflict-affected populations in both Kachin and Northern Shan State. Support currently includes construction and maintenance of temporary shelter, livelihood support, community development but roots in a strong protection outreach with protection monitoring, individual protection assistance, child protection, counter-trafficking, mine risk education, training and awareness raising among other activities.

DRC’s protection activities in Kachin refer to a broad spectrum of sectors and include regular protection monitoring in IDP camps, related reporting and advocacy work, increased efforts in awareness raising of conflict affected populations, Child Protection, holistic case management and targeted protection emergency assistance to the most vulnerable as well as community protection activities and counter trafficking. The protection focus also links with more proactive cooperation with duty bearers in terms of training as well as accountability. 

 

DRC/DDG Myanmar currently employs approximately 200 national and over 20 international staff and operates from 7 offices with around 70 national staff and 7 international staff operating in the Kachin and Northern Shan programme. The main donors of DRC in the Kachin programme include DANIDA, ECHO, DFID/HARP, SDC, UNICEF, USAID as well as private trusts / foundations.

 

The position

The Protection Coordinator will manage a team of international and national staff and will be overall responsible for managing and ensuring delivery of all protection related activities in Kachin State including contribution to DRC/DDGs efforts to protection at national level.

 

  1. Protection Activities, Project Implementation and Strategy
    • Take active leadership in the strategic development and implementation plan for all protection related project activities to be delivered by the team of international and national staff
    • Ensure quality and quantity of all protection activities efforts in Kachin State
    • Analyze protection related information and communicate protection efforts to relevant partners and duty bearers
    • Ensure proper cooperation with partner organizations and delivery of quality services
    • Support and contribute to advocacy efforts on selected themes in coordination with partners working closely together with the Yangon based National Protection Coordinator
    • Conceptualize awareness raising efforts according to needs of targeted populations
    • Identify and expand sectors and areas of cooperation with duty bearers
    • Seek and guide dialogue with partners and duty bearers regarding protection related affairs
    • Provide continuous input to DRC’s protection work and vision in Kachin State as well as to the national protection work of DRC
    • Lead on protection related project proposal development including writing up of protection related activities
    • Engage in constructive debate and dialogue to further develop the Protection programme activities in Kachin
    • Work closely with the DDG Project Manager and Livelihoods Coordinator to ensure linkages are established where relevant between the Protection, HMA and Livelihoods activities
    • Project Cycle Management of all Protection-related activities in stand-alone protection projects and protection elements of multi-sector projects (including project progress review activities, BFU, GOMs, GCMs etc)

     

  2. Representation

    Represent DRC at all relevant coordination fora including inter-agency and the PWG, with partner organizations as well as duty bearers

  3. Reporting

    Coordinate on all reporting efforts of DRC Kachin on protection related topics including internal reporting, contributions to protection working group, donor reporting etc

     

  4. Accountability

    Guided by the DRC Programme Handbook, continuously monitor and develop relevant accountability initiatives within the protection sector as well as strengthening the effort to document the impact of activities.

     

  5. Human Resource Management

Provide line management supervision for both international and national staff direct reports

Supervision and reporting

The Protection Coordinator reports to, and works in close collaboration with, the expatriate DRC Program Manager in Kachin State.

About you

The successful candidate will have:

  • University Degree in a law, international humanitarian law, international relations, political science or similar
  • A minimum of 5 years programme / project management experience in displacement related contexts, including in camps and camp-like situations
  • Previous direct experience of managing implementation of protection-related projects more specifically in General Protection and Child Protection
  • Detailed understanding of humanitarian principles and practices
  • Proven ability to manage a portfolio of projects with experience in financial management, understanding of logistics and procurement procedures and Human Resource management
  • Proven advocacy skills
  • Strong interpersonal, facilitation, communication and writing skills
  • Ability to work both independently and to lead a diverse team across different field sites
  • Cultural sensitivity and adaptability
  • Professional fluency in English

 

Duty station

 Myitkyina, Kachin State, with frequent travel within Kachin and to Yangon as needed.

 

We offer

DRC will offer the successful applicant a contract for 12 months. Envisaged start date is 1st of June. Myitkyina is a non-family duty station.
