The Norwegian Refugee Council (NRC) is a non-governmental, humanitarian organization with 60 years of experience in helping to create a safer and more dignified life for refugees and internally displaced people. NRC advocates for the rights of displaced populations and offers assistance within the shelter, education, emergency food security, legal assistance, and water,sanitation and hygiene sectors.
The Norwegian Refugee Council has approximately 5000 committed and competent employees involved in projects across four continents. In addition, NRC runs one of the world’s largest standby rosters -NORCAP, with 650 professionals, ready to be deployed on 72 hours notice when a crisis occurs
The post based in Sittwe, the ICLA Project Manager reports to the Area Manager NW, works closely, and receives technical guidance and training from the ICLA Specialist based in Yangon.

Job description
Generic responsibilities1. Manage and implement Information, Counselling & Legal Assistance (ICLA) projects in the NW Region of Myanmar, according to strategy, proposals and plans
2. Ensure adherence to NRC policies and donor requirements
3. Develop work plans [quarterly]
4. Supervision of NW ICLA staff
5. Promote and share ideas for improvement and necessary changes in the activities
6. Cooperate with relevant partners and local authorities
7. Help to coordinator and organize trainings for ICLA team, relevant partners and beneficiaries
8. Ensure proper filing of all project documents.
Specific responsibilities
• Daily management of NRC ICLA's project activities in the NW Region
• Budget and administrative responsibility for ICLA projects in NW in close collaboration with ICLA Specialist (Yangon) and Area Manager NW
• Drafting Monthly activity reports and other reports when required, including overall supervision of data collection for M&E reporting
• Monitor, evaluate and suggest changes and improvements in the programme and materials based on observations and discussions with ICLA staff and the ICLA Specialist
• In cooperation with the ICLA Specialist (based Yangon) capacity build ICLA staff
• Document technical issues pertaining to HLP and related legal and civil documents in writing, using ICLA templates, and report to the ICLA Specialist
• Communicate with and obtain necessary agreements and understanding from local authorities and partners where relevant
• Conduct travels to field sites to monitor and supervise implementation
• Ensure good cooperation and exchange of information with the ICLA team, with other internal NRC departments and external actors
• Contribute to the review of NRC’s Country Strategy, action plan and priorities in the ICLA sector as directed by the ICLA Specialist.
Qualifications
• University degree in law or other related fields (e.g. political or social sciences, public administration etc),• Familiarity Housing, Land and Property rights issues in Rakhine State,
• Minimum of 1-2 years’ experience in project coordination or project management
• Fluency in Rakhine language and/or other Myanmar languages
• Computer skills (common software Excel, Word)
• Good English is essential
• Experience in report writing preferred
• Familiarity with Concept Notes/Proposals preferred
• Experience in capacity building is desirable but not essential
• Knowledge of the context in Rakhine State is an asset.

We offer
Contract period: 6.5 months, with possibility of contract renewalSalary/benefits: 1,285,059 MMK per month with 46,500 MMK medical allowance monthly
Duty Station: Sittwe, Rakhine with 30-35% travel
