Organizational Setting


The Department of Management (MT) provides a platform of services that serves as a foundation for the successful delivery of the IAEA's scientific and technical programmes. Its mission statement is as follows\: MT is a partner and a business enabler that champions change and efficiency, leveraging a common purpose. Thus, among other support activities, it assists a scientific manager in recruiting the right expert, helps a technical officer coordinate the purchase of radiation equipment and ensures that all Board documents are translated and distributed on a timely basis to Member States.

The Division of Human Resources plans, acquires and manages human resources to help implement IAEA programmes. The Division delivers the full spectrum of HR services, including organizational development and planning, talent acquisition and development, performance management, and administration of compensation and benefits. The Division serves a multicultural workforce of approximately 2300 people from diverse scientific, technical, managerial and professional disciplines.

The Learning and Development Group, HR Management Services Section provides HR services to the IAEA's technical programmes, and advice to managers in the areas of staff development and performance management. The Group is also responsible for the planning and delivery of training courses, and for monitoring performance management.


Main Purpose


The consultant will contribute expertise to the Learning and Development Group and will strengthen the performance of the group in the Agency.


Functions / Key Results Expected


  • Draft and develop technical evaluation requirements of a contract to provide language training services for the Vienna International Centre,
  • Participate and conduct the technical review of a procurement process that will identify an e-learning provider for the Agency,
  • Design communication and promotional materials related to Staff Development, including orientation program and access to Lynda.com to Agency staff members in accordance with the Agency Competency Framework,
  • Develop, design and deliver learning materials and events related to staff development
  • Collaborate with internal and external stakeholders on trainings and learning modules, including drafting correspondence and logistics arrangements.


Qualifications and Experience

  • University degree in training and development, management, public or business administration, or a related area.
  • At least five (5) years of progressively responsible experience in human resource development, adult learning or training.
  • Experience in a multi-cultural and/or international work environment is desirable.
  • Experience with e-learning modules, such as Lynda.com, is desirable.
  • Excellent oral and written command of English. Knowledge of other official IAEA languages (Arabic, Chinese, French, Russian and Spanish) is an asset.


Remuneration

 

The remuneration for this consultancy is a daily fee of up to a maximum of € 300, based on qualifications and experience. In case duty travel is required within the assignment, a daily subsistence allowance (DSA) and travel costs are provided. Health coverage and pension fund are the responsibility of the incumbent.
