Background

Rapid and continued economic dynamism has translated into growth and reduced poverty levels in several countries in Asia and the Pacific. Greater foreign direct investment and capital movements, accentuated by higher regional mobility, are reasons for further optimism for future regional growth. The private Sector is playing a pivotal role in job creation and innovation in the region. Thus, UNDP is looking to expand its partnerships with the Private Sector in various areas.

Duties and Responsibilities

Scope of Work

The consultant will be responsible for the following activities:

Private Sector Strategy development and coaching for Bangkok Regional Hub and Country Offices (50%):

  • Support development of a service offer package for Private Sector partners (finalize Regional offer and support Country Offices with designing country level offers);
  • Support BRH to work across teams to synthesize coherent Private Sector approach for the region, including stock taking, experiences to date, assessing links between offers, potential entry points, potential partner mapping, 1. what has been the past engagement with the Private Sector per team; 2. what we can offer as UNDP; 3. what potential partners could be and potential entry points; 4. This includes assessing linkages with evolving UNDP global strategy on private sector engagement;
  • Support Asia-Pacific Country Offices with their respective Private Sector approaches (in alignment with regional approach), set up calls for initial stock taking and strengthening strategies and service offers for Private Sector collaboration at Country Level (in coordination with the HQ and regional private sector initiatives and with the respective Account Managers). Prepare private sector partnership engagement summaries and strategies per Country
  • In the preparation stage for the Responsible Business Forum (RBF) support various teams (CO and BRH) to have partnership strategy specifically designed for the RBF including list of pipeline projects and targeted services; this includes support to preparations
  • Design and maintain online proposal database of all outstanding proposals, for sharing among all CO’s.
  • Advise how UNDP can use communication and marketing to strengthen its brand, in collaboration with the private sector (using their communication channels).
  • Assist with introductions to private sector actors in the development of partnerships

Support strengthening linkages between Private Sector and SDGs (50%):

  • Scope among all our Country Offices what is being done in each AP country linking the SDGs with private sector.
  • Support 4-6 cross-country initiative to help governments build collaboration with the Private sector around reporting against the SDGs (as well as helping UNDP COs consider their role);
  • Scan the horizon of what Business are doing in relation to the SDGs, for example KPMG, Samsung, Hainan Airlines to name a few, from using the SDGs in their business approach (Sustainable Business Consulting) to using the SDGs to report in their annual report (or CSR report).
  • Mapping various private sector measurements of impact used across the region;
  • Support requests for support from COs to develop private sector elements of their SDG Financing strategies as part of SDG country platforms;
  • Support creation of communications materials around UNDP offer to private sector on Financing SDGs; advise teams across BRH on strengthening their messaging, knowledge products and strategies on Financing SDGS
  • Support private sector related segments of training package for UNDP staff on various forms of financing instruments;
  • Map various capacity development products available on financing, private sector, etc.

Expected Outputs and Deliverables

Expected Deliverables:

  1. Document and PPT on regional “Service Offer for the Private Sector”
  2. Summary of Private Sector cooperation examples at Regional level for each Country Office highlighting lessons;
  3. Scanning report of what business are reporting on for the SDGs in AP
  4. Support to 4-6 Country Offices on private sector in the context of country platforms;
  5. Mapping of capacity development opportunities on financing SDGs
  6. Mapping analysis and mapping of private sector measurement and reporting of impact across the region
  7. Package of short strategies and pipeline project list ahead of RBF for partnership mobilisation
  8. 2 Communication products on private sector role in financing SDGs
  9. Summary of good practices of linkages between Private Sector and SDGs

Institutional Arrangement

The Consultant will work in the Partnership Unit at the Bangkok Regional Hub, under the overall guidance of the Regional Partnership Advisor and Governance Advisor on Development Finance.

Duration of the Work: 1 June 2018 to 30 August 2018 (up to 66 working days).

Duty Station: Bangkok, Thailand with possible travel.

Required Skills and Experience

Educational Qualifications

  • University degree or equivalent in Business Administration, Economics or similar field

Experience

  • Minimum ten years’ experience working with the Private Sector in Asia-Pacific
  • Extensive experience working in Asia-Pacific on business, trade, investment or sustainable development issues
  • Significant exposure to fund raising for philanthropic, foundation or not-for-profit organizations in Asia-Pacific region
  • Experience in building and brokering partnerships across companies/parties in the region
  • Experience organizing large international private sector-focused events
  • Professional connections and extensive private sector network in various industries; strong relationship building skills
  • Understanding of public sector and government institutions’ role in private sector development and partnerships
  • Demonstrated ability to meet deadlines and work under pressure
  • Demonstrated ability to work across teams and effectively promote information-sharing, collaboration and cooperation

Language requirements

  • Excellent English (written and spoken);
  • Excellent presentation and communication skills

Price Proposal and Schedule of Payments

The contract will be based on Daily Fee

Consultant shall quote an all-inclusive Daily Fee for the contract period. The term “all-inclusive” implies that all costs (professional fees, communications, consumables, etc.) that could be incurred by the IC in completing the assignment are already factored into the daily fee submitted in the proposal. If applicable, travel or daily allowance cost (if any work is to be done outside the IC’s duty station) should be identified separately. Payments shall be done on a monthly basis based on actual days worked, upon verification of completion of deliverables and approval by the IC’s supervisor of a Time Sheet indicating the days worked in the period.

In general, UNDP shall not accept travel costs exceeding those of an economy class ticket. Should the IC wish to travel on a higher class he/she should do so using their own resources

In the event of unforeseeable travel not anticipated in this TOR, payment of travel costs including tickets, lodging and terminal expenses should be agreed upon, between the respective business unit and the Individual Consultant, prior to travel and will be reimbursed.

Travel costs shall be reimbursed at actual but not exceeding the quotation from UNDP approved travel agent.  The provided living allowance will not be exceeding UNDP DSA rates. Repatriation travel cost from home to duty station in Bangkok and return shall not be covered by UNDP.

Evaluation Method and Criteria

Individual consultants will be evaluated based on the following methodology;

Cumulative analysis

The award of the contract shall be made to the individual consultant whose offer has been evaluated and determined as a) responsive/compliant/acceptable; and b) having received the highest score out of set of weighted technical criteria (70%) and financial criteria (30%). Financial score shall be computed as a ratio of the proposal being evaluated and the lowest priced qualified proposal received by UNDP for the assignment.

Technical Criteria for Evaluation (Maximum 90 points)

  • Criteria 1: Relevant education and experience-  Max 10 points;
  • Criteria 2: Excellent organizational skills with a successful track record of planning and implementing international events- Max 30 points;
  • Criteria 3: Proven experience in collaborating with various international development organizations and private sector- Max 30 points;
  • Criteria 4: Understanding of legal frameworks, gender issues and human rights- Max 20 points.

Only candidates obtaining a minimum of 63 points (70% of the total technical points) would be considered for the Financial Evaluation.

Documentation required

Interested individual consultants must submit the following documents/information to demonstrate their qualifications. Please group them into one (1) single PDF document as the application only allows to upload maximum one document:

  • Letter of Confirmation of Interest and Availability using the template provided in Annex II.
  • Personal CV or P- 11, indicating all past experience from similar projects, as well as the contact details (email and telephone number) of the Candidate and at least three (3) professional references.
  • Financial proposal, that indicates the all-inclusive fixed total contract price, supported by a breakdown of costs (in USD currency)as per template provided in Annex II. Note: National consultant must quote price in U.S. Dollar. If an Offeror is employed by an organization/company/institution, and he/she expects his/her employer to charge a management fee in the process of releasing him/her to UNDP under Reimbursable Loan Agreement (RLA), the Offeror must indicate at this point, and ensure that all such costs are duly incorporated in the financial proposal submitted to UNDP.
