GGGI works with countries around the world, building their capacity and working collaboratively on green growth policies that can impact the lives of millions. The organization partners with countries, multilateral institutions, government bodies, and private sector to help build economies that grow strongly and are more efficient and sustainable in the use of natural resources, less carbon intensive, and more resilient to climate change.

 

GGGI has a diverse portfolio of programs in developing countries around the world. These in-country programs, together with global products and services, focus on delivering results through an integrated approach of evidence-based green growth planning and implementation aligned to countries’ development priorities. The organization also focuses on knowledge development and management activities which build a strong theoretical and empirical basis for green growth, while providing concrete options and guidance for policymakers; as well as building the conditions for public and private green infrastructure investments. 

 

GGGI has been working in cooperation with many of its member and potential member countries to support them fulfil the objectives of the United Nations Framework Convention on Climate Change (UNFCCC) and the Paris Agreement (PA). GGGI is also developing the national/sub-national and sectoral level green growth strategies, implementation roadmaps and extending technical support for preparation and submission of nationally determined contributions (NDC). A primary and critical step in this direction is the development of effective monitoring, reporting and verification (MRV) systems for tracking the progress and effectiveness of climate change actions taken by these countries, and identifying areas of support needed. Embedding effective and accurate GHGs MRV system is an essential part of the climate actions to measure GHG emissions and implement and update NDCs.

 

GGGI is working with Government of Lao PDR to formulate a national MRV system. The Department of Climate Change (DCC), under the Ministry of Natural Resources and Environment, is the focal point for UNFCCC, and GGGI is working with their teams on several issues, including climate change related activities.

 

 

POSITION SUMMARY

 

This position will provide technical support for Government of Lao PDR in the development of an Monitoring, Reporting and Verification (MRV) system as per the requirements of UNFCCC and the transparency framework of the Paris Agreement. Under the guidance of GGGI Lao PDR Country Representative together with the Senior Analyst of MRV program at GGGI HQ, the International MRV Consultant, and in consultation with the divisions and departments of DCC, this position will be responsible for:

1)      Defining the scope and coverage of the MRV system of Lao PDR for the energy sector

2)      Institutional arrangements for national MRV systems as per requirements stated under UNFCCC and Paris Agreement, reports (national communications, GHG inventories, etc.) submitted by Lao PDR and international best practices, focusing on the energy sector

  1. Identify key institutions responsible for data measurement and record keeping
  2. Create a data sharing and reporting arrangements framework

3)      Evaluate the existing legal, policy and technical frameworks for data collection within the energy sector

4)      Identifying public and private sector stakeholders and their mandates, roles and responsibilities under the energy sector for creating a national MRV system

5)      Status and requirements for the development of the national, sector level GHGs emission accounting activities under the energy sector

6)      Identifying data collection tools, methodologies and calculations for the baseline emissions under prioritized areas of the energy sector

7)      Define the QA/QC procedures for GHG data collection and reporting for the energy sector

 

This position is for 4 months and will provide technical support to start up process for the development of the national MRV system in Lao PDR.

 

Objectives/Purpose of the Assignment:

 

Focusing on the energy sector, the position will:

  • Define the scope and coverage of the MRV system of Lao PDR, specifically for the energy sector, through identifying and conducting consultations with relevant stakeholders
  • Identify the current legal, policy and technical frameworks for data collection and sharing between entities
  • Create an institutional map, and identify specific roles and responsibilities for data measurement, collection and reporting
  • Identify GHG data gaps for establishing and operating an MRV system
  • Establish criteria for selecting critical sectors for the NDC implementation
  • Identify tools, worksheets, data collection templates and methodologies for priority areas under the energy sector
  • Coordinate all meetings with the Task‑force Team and discussions related to the MRV development process and follow up on implementation of actions

 

Scope of Work:

 

  • Deliverable 1 – MRV-GHG Inventory-Energy Baseline: Coordinate the commencement of development of the national MRV system, specifically focusing on the energy sector of the GHG inventory, establish the baseline by collecting existing data and identifying data gaps to fully comply with UNFCCC and Paris Agreement requirements.
  • Deliverable 2 – Institutional arrangements: Identify all relevant stakeholders, map data collection and reporting structures, and propose scenarios for strengthened relations between MRV focal institution and line ministries and/or agencies for secondary data collection
  • Deliverable 3 Legal roadmap: Identify the current legal, policy and technical frameworks for data collection, as well gaps and methods for addressing them.
  • Deliverable 4 GHG data collection tools and methodologies: Identify specific tools, worksheets, data collection templates and methodologies for priority areas under the energy sector

The Consultant will report to the GGGI’s MRV Lead (HQ), under the overall guidance of the GGGI Lao PDR Country Team.

All reports must be in English (United States usage), prepared in accordance with GGGI’s formatting requirements, and submitted in electronic formats along with complete sets of raw data, research materials, and related information.

 

Qualifications/Experience/Expertise

  • Advanced degree (Masters) in a relevant field, such as Science, Environmental Policy, Engineering, Development Economics, Environmental economics, Environmental technology, or any related qualification.
  • Exceptional analytical and quantitative skills, alongside strong synthesis and strategic thinking skills
  • Excellent knowledge of GHG baseline determination, GHG inventory, MRV system, carbon budget, etc.
  • Demonstrate GHGs emission simulation and modelling skills for GHGs measurement and management. Demonstrated experience in area-based or sectoral-based GHG emission
  • At least 4 years of professional experience in technical activities related to green growth, climate change, GHGs emission accounting and analysis, MRV system, GHGs mitigation activities, and emission trading scheme (carbon market)
  • Project delivery experience, including managing the delivery of results on time and on budget
  • Work experience in developing countries with a highly regarded private sector company (consulting or industry), international organization, government or not-for-profit organization
  • Proven experience in establishing and maintain working relations with government officials. Demonstrate experience and success in the engagement of, and working with both the public and private sector, especially in Asia is an advantage
  • Ability to apply sufficient analytical and technical skills to acquire relevant information/knowledge from a variety of sources which are often difficult to access, in support of delivery of a good quality output
  • Excellent written and spoken communications skill in English is required; spoken and written Lao PDRn is an important asset
