The EIB, the European Union's bank, is seeking for its Inspectorate General - Fraud Investigation Division

at its headquarters in Luxembourg:

Duration: 5 months (fixed start date: 1st September 2018)

(With possible extension up to 6 months if required by University)

Objective of the traineeship

Your internship is intended to support the implementation of the existing policy and procedures through

  • The analysis of EU and EIB anti-fraud regulatory framework
  • The drafting of guidance documents and internal correspondence.

You are not expected to give independently any policy advice or conduct any support activity for investigation handling by him/herself and you will assist and support the IG/IN officers in delivering opinions and carrying out other related activities in the framework of IG/IN scope of function.

You will be involved during the various stages of such activities in researching and performing analysis, preparing notes and opinions related to EU and EIB anti-fraud prevention and mainly related policy issues. You will therefore be offered a great learning opportunity regarding the various EIB fraud investigation, control and sanction mechanisms.

The aim of the your internship is to experience on

  • Anti-fraud policy development;
  • Specific legal and policy aspects of control mechanisms of an EU IFI with a focus on applicable policy and EU regulatory framework on EIB Finance Contracts
  • EU and EIB framework of investigations. This experience could be beneficial in a future national or international career.

Responsibilities

Under the responsibility of IG/IN, contribute to day-to-day delivery of policy opinion and similar assistance to IG/IN by helping with:

  • Analyse aspects of EIB contractual policy activity brought to the attention of IG/IN;
  • Assisting in the assessment of whether the Bank’s policies - with a focus on the Anti-Fraud Policy - EU regulations, EIB agreements, have been properly followed in EIB contractual documentation;
  • Addressing potential issues related to integrity provisions in contractual documentation;
  • Carrying out legal and policy research on such and other subjects, as requested by the IG/IN and under his supervision;
  • Discussing internally in IG and with other EIB services the various aspects and consequences of the cases;
  • Preparing and writing draft opinions and reports on policy issues;
  • Drafting appropriate notes to file in connection with above activities.

Academic qualifications and professional skills

  • Final year of studies or University degree (Bachelor/Master) in Law, Investigations, or related fields of studies complemented, if possible, by specialization in the legal and/or control aspects of the EU;
  • Some knowledge or basic experience regarding contract negotiation, finance, legal and institutional aspects of EU Institutional framework;
  • Excellent knowledge of standard of MS Office software, in particular Excel and Word;
  • Good knowledge of written and spoken English and/or French. Knowledge of other languages would be an advantage;
  • Ability to analyse a legal document;
  • Ability to defend a statement from contrasting opinions;
  • Ability to summarise and present information with attention to detail.
