Organizational Setting

The Department of Safeguards (SG) is the organizational hub for the implementation of IAEA safeguards. The IAEA implements nuclear verification activities for some 180 States in accordance with their safeguards agreements. The safeguards activities are undertaken within a dynamic and technically challenging environment including advanced nuclear fuel cycle facilities and complemented by the political diversity of the countries.

The Department of Safeguards consists of six Divisions\: three Operations Divisions\: A, B and C, for the implementation of verification activities around the world; three Technical Divisions\: Division of Concepts and Planning, Division of Information Management, and Division of Technical and Scientific Services; as well as three Offices\: the Office for Verification in Iran, the Office of Safeguards Analytical Services and the Office of Information and Communication Services.

The Division of Concepts and Planning is responsible for strategic planning, the development and promotion of safeguards concepts and policy, the coordination of research and development activities, the implementation of the quality management system of the Department, and the provision and development of training.

The Section for Training, one of four sections in the Division of Concepts and Planning, is responsible for the development, coordination and provision of safeguards related training for the Department and for personnel of Member States in relation to their obligations under safeguards agreements with the IAEA. The principal functions and responsibilities of the Section include\: the organization and implementation of the training of safeguards staff and Member State personnel; the preparation, coordination and maintenance of documentation required for training; and the maintenance of training facilities.


Main Purpose

Reporting to the Division Director, the Section Head is responsible for the development, management, implementation, and assessment of the training programme of the Department of Safeguards. This function encompasses providing job-related technical training for staff of the Department, for personnel from Member States in areas of relevance to international safeguards, such as State Systems of Accounting for and Control of Nuclear Material (SSACs) and for other Agency staff on safeguards-related issues where appropriate.


Role

The Section Head is\: (1) a manager of the human, financial and material/equipment resources assigned to the Section, holding himself/herself and others accountable for measurable, high quality, timely and cost effective results in compliance with the Agency’s regulation, rules and policies.; (2) a coordinator for delivery of the Safeguards Training Programme; (3) a training expert on assessing training needs and developing relevant training curricula; and (4) a leader, promoting good performance and teamwork and creating an environment where staff can develop their skills and share knowledge and experience with a focus on continuous improvement; (5) a communicator, using effective communication tools and techniques to generate understanding and acceptance of decisions and actions taken, as well as engage Member States to promote effective external cooperation.


Functions / Key Results Expected

Management and organization\:
• Plan, organize and supervise the work and deliverables of the Section and optimize the utilization of human, financial and material/equipment resources;
• Manage the quality of all activities carried out by the Section;
• Contribute to and coordinate the Section/Divisional input for the preparation of the Departmental programme, budget estimates, financial plans and travel plans;
• Participate in interdepartmental efforts to assist Member States in nuclear power infrastructure and capacity-building;
• Maintain contacts with State representatives, SSAC authorities and technical experts and participate in consultations and meetings with them for the organization of training courses and advisory missions.

Ensure the effectiveness of the Section’s delivery in the following areas\:
• Regular analysis of training needs to identify the required skills and competencies (competency profile) for staff implementing safeguards both in the field and at Headquarters;
• Design, organization and implementation of training courses, with in-house resources or through Member State Support Programmes (MSSPs), in accordance with the training needs analysis and responsive to changes in concepts, approaches and practices of the Department;
• Design, organization and implementation of international, regional, and national safeguards training courses for Member State personnel;
• Evaluation of training effectiveness;
• Organization, preparation, implementation and follow-up activities with regard to IAEA SSAC Advisory Service (ISSAS) missions;
• Development of training materials, including computer-based training; and
• Editing, archiving and updating training material as a resource for the Department.

The incumbent may perform his/her work in areas involving exposure to radioactive materials. Therefore, as an Occupationally Exposed Worker, he/she must be medically cleared by VIC Medical Service and is subject to an appropriate radiation and health monitoring programme, in accordance with the IAEA's Radiation Safety Regulations.

Excellent oral and written command of English. Knowledge of other official IAEA languages (Arabic, Chinese, French, Russian and Spanish) is an asset.


Remuneration

The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at US $85543 (subject to mandatory deductions for pension contributions and health insurance), a variable post adjustment which currently amounts to US $ 42515, dependency benefits, rental subsidy, education grant, relocation and repatriation expenses; 6 weeks' annual vacation, home leave, pension plan and health insurance
