Chief Financial Officer

Global Green Growth Institute, a new and innovative international intergovernmental organization, based in Seoul, Republic of Korea, with offices in nearly 30 countries and a staff of 300, seeks an experienced Chief Financial Officer to perform effective risk management and plan the organization’s financial strategy. The organization financial and business model is changing. In the current 2017-18 biennium GGGI enjoys 85% core funding and is managed through a public sector style 2-year budget approach. For the next 2019-20 biennium GGGI is transitioning towards a professional services “project management” model with a projected 50% core combined with 50% earmarked project funding. This requires the introduction of a new financial management model similar to that of a professional services firm where the primary resource is the time of staff, managed through flexible projects rather than fixed budgets.

POSITION SUMMARY


As a key member of the Executive Management team, reporting to the Director General, the CFO plays strategic role in the overall management of the organization.


Initial appointment of the CFO will be at Director level (GGGI scale X13). The CFO leads the Finance Unit, providing leadership in the ongoing transition to the new professional services project management model and in developing the continuous evaluation of short and long-term strategic financial objectives.


The CFO will have primary day-to-day responsibility for planning, implementing, managing and controlling all financial-related activities, including direct responsibility for accounting, finance, forecasting, strategic planning, job costing, deal analysis, partnership compliance and private and institutional financing. Initially, the CFO role will co-exist with a current Executive role, pending the retirement of the incumbent of the position, successful integration of the roles, and satisfactory performance (after 6-12 months), the CFO will assume responsibility for Corporate Services at the Assistant Director General level (GGGI Executives Scale).

 

PURPOSE

  • Design frameworks and innovative financial management programs, in collaboration with departmental/divisional management and others, that enable the GGGI’s Strategic Plan to be implemented;
  • Drive GGGI’s financial and risk planning activities.
  • Ensure credibility of Finance and GGGI, by providing timely and accurate analysis of budgets, financial trends and forecasts to the DG and the Governing Council.
  • Take hands-on lead position of continuing developing, implementing, and maintaining a comprehensive job cost system, based on Agresso.
  • Direct and oversee initially all aspects of the Finance & Accounting functions of the organization, and consequently other corporate functions.
  • Evaluate and advise on the impact of long range planning, introduction of new programs/ strategies and regulatory action.
  • Motivate finance staff and staff across the organization to be consistent with integrity principles and to work within the parameters governing the financial management framework and resource availability;
  • Ensure accuracy of advice and counsel on all aspects of financial management to facilitate timely decisionmaking

  • Recommend to Management and line management sound mitigation/corrective strategies to ensure transparency, accountability and coherence in budget management.


ENGAGEMENT

  • Establish and maintain strong relationships with other senior executives to identify their needs and seek full range of business solutions.
  • Develop and operationalize sound financial systems that promotes governance, compliance and controls exceeding the conformance required by the external auditors.
  • Secure Council’s endorsement of the biennial budget submission;
  • Secure support from Management on the promotion of a culture of accountability, integrity and compliance and foster an environment of financial responsibility across GGGI;
  • Develop partnerships that has mutual benefit to the various parties and extends best financial practices developed to other international organizations;
  • Communicates sound messages within GGGI, and externally on the financial capabilities of the organization.

 

DELIVERY

  • Lead the Finance Unit and develop annual strategic objectives and work plans for the Finance Unit, as well as more generally the whole organization, to deliver Financial services that will ensure the availability of short and medium-term resources and their effective utilization;
  • Provide executive management with advice on the financial implications of business activities.
  • Manage processes for financial forecasting, budgets and consolidation and reporting to the organization and its governing bodies.
  • Provide recommendations to strategically enhance financial performance and business opportunities.
  • Establishment and management of regional finance teams which will operate as an extension of the Headquarters Finance team.
  • Recommend to the DG, investment strategies by considering cash and liquidity risks
  • Ensure that effective internal controls are in place and ensure compliance with international regulatory laws and rules for financial reporting.
  • Make presentations to the governing Council on all finance related matters.
  • Integrate internationally recognized financial standards and professional ethics into GGGI’s work processes to maintain the innovativeness but also the integrity of the system;
  • Be accountable for the overall financial system and its implementation;

 

QUALIFICATIONS

  • MBA and/or CPA/CFA.
  • 15+ years in progressively responsible financial leadership roles, preferably in both the public and private sector
  • Experience in a professional services project management environment such as a development consulting firm, development non-profit organization, a legal, financial or strategic management advisory firm.
  • International experience, working and living in more than one country, with experience in international multicultural organizations not required but a distinct advantage.
  • Experience in a highly decentralized organization an advantage.

  • Strong interpersonal skills, ability to communicate and manage well at all levels of the organization and with staff at remote locations essential.
  • Strong problem solving and creative skills and the ability to exercise sound judgment and make decisions based on accurate and timely analyses.
  • High level of integrity and dependability with a strong sense of urgency and results-orientation.
  • Proficiency is essential (Windows environment) and strong working knowledge of IT systems such as ERP/Agresso, Salesforce, Project Management, and other financial software.
