Background & Rationale

The goal of Early Childhood Development (ECD) program is that all young children, especially the most vulnerable, from conception to age of school entry, achieve their developmental potential. These children should have equitable access to essential health, nutrition, protection and early learning services that address their developmental needs. Despite recent gains, the average rate for use of ECD services (open for 2-5 years old) is 68.2 percent[1], leaving ample room for improvement

Recent rapid urbanization resulted in shortages and overcrowding in Bayanzurkh district of Ulaanbaatar city. Bayanzurkh district is hosting many migrants from the rural areas. Over the last three years, the district population has increased by 30,000 reaching a total of 321,000[2]. As of 2017, 36 kindergartens operate in Bayanzurkh district, providing kindergarten services to 25,253 (72.5%) of the 34,832 children aged 2-5 years that live in Bayanzurkh district. It has 28 sub-districts and kindergartens are not available in the six of it.

UNICEF Mongolia will use a stakeholder consultation process to conceptualize, develop and implement an improved model for child-friendly kindergartens that can support the integrated approach towards development of ECD, WASH, health, nutrition, energy and water efficiency, air quality, safety and security provision. The application of the conceptual model will be tailored to individual circumstances in the case of constructing a new kindergarten and rehabilitating existing kindergartens. The current kindergarten construction designs were prepared in 2013 -2014 which do not meet the kindergarten environment standards approved in 2015 by the government, therefore UNICEF intends to update the Sample Construction Design to meet the national and international standards. UNICEF Mongolia will work with partner organizations to improve current construction designs to showcase an energy-efficient and child-friendly kindergarten.

How can you make a difference?

The purpose of this consultancy is to provide professional expertise to UNICEF Mongolia in construction of two kindergarten buildings in sub-district # 9 and # 17 of Bayanzurkh district in Ulaanbaatar. The consultant will be in charge of the day-to-day management and supervision, ensuring quality of rehabilitation and constructions. The consultant will provide technical assistance to the country office team in designing and building of an energy-efficient kindergarten so that the pilot design can be scaled up nationally in the future.  The construction work will take place from June 2018 to September 2019. 

Work Assignments

Under the supervision of the Early Childhood Development (ECD) Officer, the consultant will perform the following activities:

  • Prepare the Technical Specifications of an energy-efficient Kindergarten construction design and ISO 21542:2011 and present it for discussion at the kick-off meeting to be organized by the contractor and main stakeholders
  • Finalize the Technical Specifications after this consultation
  • Prepare the Timeline for the whole period of the construction work  
  • Make sure that the construction design and cost estimation are aligned with the Bill of Quantity and UNICEF Policies and Procedures.
  • Get involved in the bidding and procurement process of the above mentioned kindergarten construction.
  • Coordinate the project activities with UNICEF Mongolia Water, Sanitation and Hygiene (WASH) section for WASH Facilities. 
  • In collaboration with the contractors Working group of engineers, conduct the monitoring over the implementation of rehabilitation and construction works taking place in Bayanzurkh district to ensure the construction materials used meet the quality standards (ISO certificates, import licenses) and the activities meet the deadlines
  • Prepare bi-weekly reports for UNICEF Mongolia covering the issues whether the construction materials meet the quality standards  and whether the rehabilitation and construction are progressing against the deadlines.
  • Be in charge of approving the reports regarding the inside and outside engineering and construction activities in a written form in compliance with he technical specifications of the energy-efficient design and UNICEF quality guidelines
  • Request and submit the relevant documents and papers related to the construction progress from the contractor
  • Organize hand- over session of the facilities to the State Commission of Construction and get the needed permission for operation from that Commission.
  • Provide the orientation session about the joint use of the facilities and conduct advocacy workshops for further replication of the model.
  • Prepare the project final  and hand-over reports and maintain the relevant construction records.
  • Be part of the regular meetings with Partners and the working group committee involved in the construction works and establish baseline values on the scope, scale and stage of the project.

Duty Station: Ulaanbaatar, Mongolia 

Timeframe: 5 months- between 15 June 2018 to the 15 November, 2018 (With possible extension from 15 April 2019 to 15 November 2019)

Payment schedule and deliverables: Payment will be based on monthly deliverables as presented in the below table over the 5 months, subject to certification of satisfactory completion by the supervisor. Final delivery dates will be confirmed in consultation with the selected candidate.

To qualify as an advocate for every child you will have…

  • Advanced university degree in civil engineering, construction engineering, architecture or other relevant technical area (in exceptional case: in case of having any advanced degree, the additional 2 years of experience will be considered
    • At least 10 years of experience in supervising the process of a number of particular building construction works
    • Knowledge about the quality of construction materials, methods and the appropriate tools used in the construction of structures and buildings
    • Proven ability to identify potential problems/concerns and recommend appropriate solutions
    • Excellent writing skills in Mongolian required
    • Effective communication skills in English
    • Office computer skills and knowledge of technical drawing/design of construction

The consultant is to indicate their monthly fee for the services to be provided in MNT and submit their CV and cover letter.  The fees payable to a consultant shall follow the best value for money principle, i.e., achieving the desired outcome at the lowest possible fee. This contract does not allow payment of off-hours, medical insurances, taxes, sick leave.
