Overall purpose of the role: To assume overall responsibility for strategic development and capacity of support functions (Finance, HR, Supply Chain, Admin, Compliance) in the region in line with global initiatives; To promote optimal and accountable usage of resources;  To ensure guidance, support and capacity building related to the support functions in the region; To explore and create synergies between Country Offices and RO related to Support Functions; To ensure strengthening of awareness of risk, compliance and Code of Conduct in the region.

The RHOSS is expected to have senior level management experience and a demonstrable successful track record of organizational development and resource mobilization, be able to conceptualize and articulate DRC’s vision, and have the strong oral and written communication skill required to translate the vision into action.

Responsibilities:

  • Lead the development and implementation of regional and global strategic priorities in relation to accountability and quality of support functions.
  • Ensure that the MERO is organised and managed optimally to pursue opportunities while at the same time operate in compliance with minimum requirements and relevant guidelines.
  • Engage with country programmes to ensure that the financial management, procurement, logistics, human resources and administration management fulfils the highest standards of accountability and that the necessary systems and resources are in place to minimise and investigate fraud and misconduct.
  • Facilitate interaction and cooperation between R0/CO across support functions, by proactively looking for common and agreed ways of working, agreed standards and approaches.
  • Take a coordinating role to ensure that the rollout of new support systems and tools is successful as well as to take initiative to and potentially lead the development and implementation of new systems throughout the region. Lead the development of key planning, training and adequate resource mobilization for DRC Dynamics roll-out in the ME region.
  • Promote and ensure a consistent focus on recruiting, retaining and developing staff including opportunities and needs for sharing resources across the region.
  • Support and ensure regular follow up on regional finance, budget and spending.
  • Manage the regional support functions leads and provide technical management of country based HOSS, by driving development of new policy and standards and advising on understanding & application of DRC policies, procedures and principles; raising non-compliance; participate in recruitment of HOSS in COs and contribute to their performance appraisals
  • Liaise with relevant units in DRC HQ for coordination, roll-out of global policies and guidelines and HQ support when needed.
 
 
About you

Experience and technical competencies:

  • At least 5 years of senior leadership experience in senior operations management roles;
  • Experience working for a leading INGO, with in depth knowledge of INGO rules, regulations, policies and procedures;
  • Understanding of the countries in which DRC operates in the ME region and sensitivity to the socio-cultural context;
  • Excellent communication, interpersonal and influencing skills with a well-developed ability to motivate and persuade at high levels;
  • Excellent analytical and critical thinking ability;
  • Proven ability to work effectively with others to achieve results;
  • Policy development experience is desirable.
  •  Ability and willingness to travel within the ME region, including Syria, Iraq, Lebanon, Jordan, Turkey & Yemen.

Education:

  •  Essential qualifications: University degree in Public or Business Administration or equivalent preferred qualifications

Languages:

  • Fluent in English
  • Arabic (preferred)
