Grants, compliance and partnership manager (M/F) - Myanmar

MdM currently works in more than 45 countries across all continents where it focuses on 5 priority areas: emergency and crisis, sexual and reproductive health, harm reduction, migrants and displaced populations (health rights), health and environment.
MdM has been operating in Myanmar since 1994. Its main programmes deliver comprehensive Harm Reduction and HIV/AIDS prevention and care, focusing on the high risk groups of Drug Users (Kachin State), Sex Workers and Men having Sex with Men (Yangon area). In addition, MdM is implementing, in partnership with a local NGO a community-led Harm Reduction program in Kachin as well.
Currently, MdM is focusing on the following projects:
-A comprehensive Harm Reduction programme aiming at increasing access to HIV/VHC prevention and care services, in Yangon and Kachin. Care and treatment services primarily consist in the provision of HIV treatment, Hepatitis B vaccination, tuberculosis treatment as well as screening and treatment services for opportunistic infections. As part of its global strategy and advocacy priorities, MdM is also involved in Hepatitis C screening and support the national efforts to ensure access to appropriate care. MdM works closely with other national and international actors as well as community groups promoting a network of service providers for people requiring specific care.
-Since April 2016, an additional programme has started to complement the MdM Kachin Harm Reduction Strategy. The programme is a collaborative initiative from two partners, MdM and Metta Development Foundation who have decided to join their efforts, knowledge and skills to start a comprehensive intervention for PWID in Kachin. Whereas Metta will be implementing Harm Reduction activities in new sites and supporting MdM in local advocacy strategy, the MdM role will focus on development of capacity building material, training, mentoring and on the job training to Metta and other Harm Reduction Partners in Kachin.
Today, MdM is working with multiple institutional donors to support its operational strategy and aims at strengthening its internal capacity, with this new position, to deal with grants management, compliance requirements and partnerships’ relationships.
Under the direct supervision of the deputy general coordinator, you ensure the quality of grants development, compliance, communication and reporting for MdM projects and partnerships. You oversee the capacity building activities related to MdM and donors’ rules and regulation as well as lead MdM internal and external visibility and communication initiatives.
More specifically, your responsibilities are to:
-Develop and regularly update appropriate donor mapping including donors’ strategies and funding opportunity at national level
-Act as the technical referent at mission level in terms of donor compliance and grant management
-Develop and update appropriate grants tracking sheets and develop calendars for reports preparation
-Draft and compile narrative reports and coordinate the process of gathering information for the reports
-Ensure grant coordination systems and processes are successfully implemented
-Organize the preparation of concept papers and projects propositions and lead their write up
-Act as the focal point for any grant follow-up communication with donors at field level
-Review the contract agreements with donors and partners
-Regularly review MdM policies, guidelines and internal processes and their adequacy to donors’ compliance requirements
-Establish key mechanisms to support effective management of the grants portfolio and compliance with donor requirements
-Provide technical support to different teams to adapt tools and systems to grants compliance needs
-Design and implement trainings on grant management as well as donors’ rules and regulation for MdM staff and potential partners
-Ensure that MdM partners are following grants requirements and recommendations from regular internal and external M&E activities
-Coordinate the development of a communication and visibility plan and lead on the development of materials
-Lead weekly coordination meetings at country coordination level
-Lead the preparation of the mission situation report

Position based in Yangon
2 820 euros gross monthly salary on 13 months
Expatriation bonus (10% gross salary per month)
Transportation cost (home-work), vaccines and visas covered
22.5 RTT per year
5 weeks of paid leaves per year
Health insurance (60% covered by MdM)
Médecins du Monde promotes trainings and internal mobility
At least 3 years’ project/grant/compliance management experience in development/humanitarian context
Strong knowledge in compliance and donor regulations
Ability to develop strong proposals to institutional and private donors
Excellent communication, training and report writing skills
Strong knowledge of project cycle management
Experience in partnership development and follow up
Past experience in health and HIV/harm reduction related interventions is an asset
Past experience with Global Fund and USAID funding
Knowledge of Myanmar/region environment a strong asset
Languages: English fluent
French is an asset
