Protection Coordinator

DRC/DDG has been operating in Niger since 2014 with a cross-border Border Management and Security program in the Liptako Gourma region – (border region between Mali, Burkina Faso, and Niger) with the objective of reducing armed violence, improving community safety and strengthening border management and security in collaboration with communities and border authorities. By the end of 2015, taking into account the growing humanitarian crisis in the Diffa region, DRC/DDG conducted an assessment mission on security and humanitarian needs. The results of this mission have enabled DRC/DDG to establish in the region and implement a Rapid Response Mechanism (RRM) program, with assistance in shelter/NFI kits, protection monitoring, training and sensitization on human rights, and food security through general food distributions. Since 2018, DRC has scaled up it RRM program to include the Tillabéri region, where it implements emergency response activities, as well as a protection monitoring program.

About the job

2018 is a milestone for the Niger 2018 with the scaling up of its intervention, in a new area (Tillabéri region) and its election as co-lead of the Protection Cluster. Aiming at being a major protection actor in the country, DRC is looking for a protection coordinator to ensure programme quality, accountability. The Protection Coordinator will oversee (i) the implementation and development of DRC´s Protection programming in Niger by ensuring direct supervision of Protection staffs, a high level of technical quality of the activities implemented as well as a cross-border perspective; (ii) the effective co-coordination of the Protection Cluster/Working Group led by UNHCR; and (iii) the meaningful integration of Protection Mainstreaming in other sectors

The protection coordinator is expected to :

• Develop, coordinate, plan, implement, monitor, evaluate and provide technical guidance to ensure the Protection programming quality, in compliance with DRC and donors requirements, as well as with projects’ objectives, results and indicators in Diffa and Tillaberi areas;
• Ensure the effective co-coordination of the Protection Cluster/Working Group with UNHCR at national and local level;
• Ensure qualitative protection analysis and develop DRC Protection national strategy in close co-operation with the Country Director, the Head of Programme and the Regional Protection Advisor;
• Ensure quality information management and analysis and collaborate in the preparation of protection evidence-based project proposals, including cross-border approaches and opportunities in the Sahel region (between Niger, Mali and Burkina Faso);

   

• Support other sectors’ and RRM activities/projects to be implemented, harmonized and consolidated in accordance with Protection Mainstreaming principles as well as DRC standards and guidelines;
• Ensure that timely and quality project narrative reports are provided internally and externally to the reporting teams on time according to DRC and donors requirement;
• Cultivate good relations and coordination with key humanitarian actors – local, national and international, including government authorities, non-state actors and donors.

About you

To be successful in this role we expect you to have a minimum 4 years of Protection programme management at a senior coordination level, information analysis, strategy and business development. Moreover, we also expect the following:

Required

• Strong experience in staff management;
• Experience in co-leading Protection sectorial Cluster/Working Group in coordination with UNHCR;
• Experience in information management, analysis and strategy development; 
• Excellent interpersonal and negotiation skills;
• Willingness to live and work in an insecure environment with limited physical amenities and relative security risk; 

   

  Desirable

• Experience in Sahelian country
• Good experience in training and liaising with national NGOs;
