Being an employee of the Norwegian Refugee Council (NRC) in Ethiopia the Procurement Officer is expected to represent NRC in a responsible manner and always act in accordance with NRC’s Code of Conduct.

Roles & Responsibilities:
The purpose of the officer position is day to day implementation of the support functions responsibilities. Use actions words such as ensure, implement or assist for the position relevant responsibilities.

Job description

General responsibilities:

• Ensure adherence with NRC policies, tools, handbooks and guidelines;
• Implement delegated support function portfolio according to plan of action;
• Prepare and develop status reports as required by management;
• Ensure proper filing of documents;
• Promote and share ideas for improvement of the support function.


Specific responsibilities:

• Daily coordination of NRC procurement activities;
• Ensure all NRC procurements are completed according to procedures at all times, and within the minimum timeframes stipulated for each of the procurements;
• Liaise closely with the Logistics and Admin Manager and procurement Committee, for local procurements;
• Liaising with other NRC field offices on procurement issues, and handle all procurement related issues addressed to the coordination office;
• Assist Program and operational personnel in regular procurement planning meetings;
• Closely coordinate with other procurement officers for bulk purchases;
• Assists staff as needed on creating clear and understandable purchase requests and other documentation;
• Carry out procurements including getting quotations, preparing purchase orders, contracts, negotiations, dealing with vendors, checking legal requirements etc.
• Update price list and vendor database and share with concerned on quarterly basis;
• Follow up PRs, prepare procurement plan on quarterly basis and determine and communicate the average lead time for all categories of materials;
• Coordinate with the warehouse assistant to make sure timely dispatch of materials to field offices;
• Provide equal opportunity for suppliers to make price and specification Quotations and Always accord prompt and courteous reception and fair equal treatment to all vendors and their representatives;
• Remain informed about sources of supply, methods, services and materials and encourage vendors/suppliers to test and develop improved or expanded products and services;
• Liaise with external stakeholders in fulfilling NRC legal contract obligations;
• Keep records and maintain contacts with suppliers and conduct price comparisons in order to get the best value for money;
• Identify potential, credible and competent vendors for NRC;
• Keep proper record of invoice receipts, requisitions, purchase order forms, waybills, and all other documents. Agresso records do not need filing;
• Ensuring tracking and reporting of all procurement activities through the daily updating of the procurement tracking sheet, and sharing this with managers and programs on a weekly basis;
• Perform other logistics functions as delegated by Logistics Admin Manager.

Qualifications

Generic professional competencies:

• Experience from working as a Procurement Officer in a humanitarian/recovery context
• Previous experience from working in complex and volatile contexts
• Documented results related to the position’s responsibilities
• Good knowledge of written and spoken English.

Context/ Specific skills, knowledge and experience:

• Bachelor’s Degree in procurement, logistics, supply chain or related field
• Ability to follow policies and procedures and work systematically
• Able to use policies and procedures to solve problems, and be proactive in bringing ideas and solutions
• Able to maintain good relations with colleagues and suppliers, even in difficult circumstances, always maintaining professionalism when representing NRC
• Able to work in a team, and motivate others, and participate actively in team meetings and discussions
• Able to analyze information, prioritize and take decisions and responsibility for those decisions
• Excellent organization and planning skills
• Able to work well under pressure
• Dynamic, energetic, and committed to NRCs work in Ethiopia
• Keen to work in a busy environment, and take pride in working hard and achieving results
• Strong computer skills, especially in Excel and use of email
• Strong English language skills, both written and verbal
• Minimum of 3 years’ experience in a procurement position preferably with NGOs
