The United Nations World Food Programme (WFP) has been presented in Myanmar since 1994 and is now focusing on helping the Government reach its national Zero Hunger Challenge by 2025. WFP’s work in the country is guided by three priorities: emergency preparedness and response; nutrition; and provision of social safety nets.

ORGANIZATIONAL CONTEXT

This position is located at WFP Country Office in Yangon.


At this level job holders have independent responsibility for technical, specialized work including planning, organization and coordination, and setting objectives. They deal with issues that are often undefined and involve areas of uncertainty and complex inter-relationships. The instructions received are broad and the job holders are expected to consistently demonstrate a high degree of responsibility and initiative to respond independently to queries. Job holders have a level of expertise and knowledge to adapt and develop systems and processes in order to continually improve the level of support provided. They are expected to motivate and develop a team of support staff and/or are responsible for specialized support service(s) where the work is undertaken with the help of specially designed techniques, methods and processes.

JOB PURPOSE

To support planning and coordinate the delivery of finance, budget and administration support services, and supervise and provide guidance to a team of staff ensuring transparent and efficient utilization of financial resources.  

KEY ACCOUNTABILITIES (not all-inclusive)

Under the direct supervision of the Finance & Administration Officer and overall supervision of the Head of Finance and Administration in Yangon, the incumbent will perform the following duties:-

  • Guide, train and supervise more junior staff engaged in the processing of financial reports and returns from sub offices;
  • Support team member in the change management process from the PRRO to the CSP/CPB structure;
  • Participate in providing procedural and technical support to the staff elsewhere in the Programme;
  • Analyze, control and accurately maintain relevant General Ledger Accounts and initiate corrective action as necessary;
  • Initiate payment processing according to WFP financial rules and regulations;
  • Provide analysis on Adjusted DSC utilization for the organization;
  • Assist in preparation, implementation and monitoring of budgets; prepare funds consumption and other budget related reports, including donor reports;
  • Brief/debrief staff members on issues relating to financial transactions;
  • Prepare periodic financial and statistical reports;
  • Oversee the data input into financial related databases by finance assistants and provide guidance on data input and validation;
  • Prepare bank reconciliations, review locally recoverable items, Imprest summaries and funding sheet summaries;
  • Monitor WFP local bank accounts and keep track of balances to ensure that there are sufficient funds; prepare requests for replenishment of the Imprest Account(s) whenever necessary;
  • Assist in setup and implementation of proper accounting procedures, systems and internal controls;
  • Participate in development and implementation of new financial policies and procedures; interpret and assess the impact of changes and make recommendations on follow up actions;
  • Draft or prepare correspondence to respond to enquiries in respect of relevant financial matters; review correspondence drafted by other assistants prior to clearance by Officer as appropriate;
  • Perform other related duties as required.

STANDARD MINIMUM QUALIFICATIONS

Education:

Completion of secondary school education. A post-secondary certificate in the related functional area.

Knowledge & Skills:

Experience utilising computers, including word processing, spreadsheet and other standard software packages and systems. General knowledge of UN system financial policies, rules, regulations and procedures. Specialized knowledge of WFP financial and administrative rules and regulations and policies and practices in the specific area of work is an advantage.

Language:

Fluency in both oral and written English and Myanmar. Good working knowledge of local ethnic language is an advantage.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

Preferable to have at least six years of work experience in finance, accounting, audit or other related field. Having experience in analysing, interpreting data and generating reports at national level. Coached and trained a new staff member in the related function.

Sound judgment; ability to extract, interpret, analyse and format data and to resolve operational problems. Ability to work with minimum of supervision; to supervise and train support staff; and to work effectively with people of different national and cultural backgrounds. Ability to work with accuracy under time constraints and pressure; to deal patiently and tactfully with staff members and others and to have a high sense of confidentiality, initiative and good judgment. Good administrative and supervisory skills; ability to plan and organize work and to train and motivate clerical and administrative staff in a country office.
