Context:

Under the overall supervision of the Head of Operations and the direct supervision and guidance of the Cluster Technical Coordinator (Non-Food Items (NFI)) in Juba. The successful candidate will be responsible for the implementation of Monitoring, Evaluation, Accountability and Learning (MEAL) System for the Shelter-NFI framework of the IOM South Sudan Mission. In particular, s/he will be responsible for overall supervision of tracking systems, consolidating lessons learnt and best practices, disseminating evidence of programme achievements, and recommending corrective actions when necessary. This consolidated information will assist the Cluster Technical Coordinator (NFI) in developing future strategies and programmes of the unit. Core Functions / Responsibilities:

Monitoring & Evaluation

1. Assist in the development of, and implement overall tracking systems for Shelter-NFI projects (objectives, outputs, indicators).

2. Support the design and development of monitoring methodologies (baseline, end line, mid-term evaluations, rapid monitoring, PDM, impact evaluation) and monitoring tools (HH survey, FGD, KII, market assessment).

Page 1 / 43. Organize and conduct training of field staff on Monitoring and Evaluation (M&E) tools and methodologies, and be available to provide surge M&E capacity field support when needed. 4. Participate in the evaluation of ongoing projects based on information gathered from mid-term monitoring. Share data and information with the team, and work closely with Cluster Technical Coordinator (NFI) to implement any ad hoc corrective measures required to ensure successful and quality implementation of projects aligned with IOM principles.

5. Analyse completed projects/activities based on results of monitoring activities to document best practices and lessons learnt, and submit to team for internal discussion. Accountability

6. Contribute various technical inputs for the development and implementation of a context-specific “Accountability to Affected Populations” (AAP) strategy and facilitate its integration as the core of quality programming.

7. Encourage integration of the Inter-Agency Standing Committee’s (IASC) priority cross-cutting issues (e.g. human rights, HIV/AIDS, Age, and Environment) and facilitate gender equality and addressing the needs of women and girls as well as men and boys.

Learning

8. Conduct internal workshops and working groups to share findings of evaluations and prepare recommendations.

9. Disseminate lessons learnt and best practices at Cluster level.

10. Organize learning sessions in country with support from the Cluster Technical Coordinator (NFI) for internal and external stakeholders.

11. Participate in humanitarian platforms and events in country, representing Shelter/NFI Unit and sharing lessons with other stakeholders.

12. Research and draft case studies and narrative summaries of key lessons learned. Reporting and Communications

13. Supervise the timely collection of relevant and quality information for reporting through close coordination with the Monitoring and Evaluation (M&E) Officer and project teams. 14. Work closely with the M&E Officer to ensure that lessons learned from program evaluations are documented properly and included in donor reporting.

15. Generate quality donor reports based on data collected by the M&E Officer. 16. Contribute to the development of timely, high quality and effective communication materials in coordination with MMU and PSU that showcases Shelter-NFI achievements including case stories, best-practices and lessons learnt.

17. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in Social Sciences, International Relations or a related field from an Page 2 / 4accredited academic institution with two years of relevant professional experience; or • University degree in the above fields with four years of relevant professional experience. Experience

• Experience in humanitarian response, with knowledge of M&E and post-distribution monitoring (operational field experience and emergency experience an asset);

• Excellent command of English required including strong written and oral and computer skills - with a thorough knowledge of Microsoft office and design programmes;

• Knowledge of the cluster system and experience in South Sudan an asset.

Languages

Fluency in English is required.
