ABOUT WFP

The United Nations World Food Programme (WFP) has been presented in Myanmar since 1994 and is now focusing on helping the Government reach its national Zero Hunger Challenge by 2025. WFP’s work in the country is guided by three priorities: emergency preparedness and response; nutrition; and provision of social safety nets.

ORGANIZATIONAL CONTEXT

WFP’s mission is to help the world achieve Zero Hunger by 2030 as per the Sustainable Development Goal (SDG) 2. It works to ensure that the poorest and most vulnerable, particularly women and children, can access the nutritious food they need.

The Myanmar CSP 2018-2022 approved by the WFP Executive Board in November 2017 and it aims to contribute to three Strategic Outcomes that are aligned to four Strategic Results of SDG 2 (Zero Hunger) and SDG 17 (Partnerships for Development). A total of eight Activities are planned  to be implemented to achieve the contributions to the three Strategic Outcomes.

Under the Integrated Road Map (IRM) WFP has committed to a new way of working, linking not only all activities to the defined Strategic Outcomes, but also linking the resources used for implementing the activities to the results achieved.

The three strategic outcomes are:

 SO 1: “Crisis-affected people in food insecure areas meet their food and nutrition needs all year round.” Lifesaving food and/or cash will be provided to women, men, girls and boys affected by natural disasters, armed conflict, and inter-communal violence.

 SO 2: “Vulnerable people in states and regions with high food insecurity and/or malnutrition have access to food all year round.” WFP will provide food/cash assistance to vulnerable populations, while providing technical assistance to support the government in strengthening its social protection programmes, food systems and emergency preparedness capacity.

 SO 3: “Children under 5 in Myanmar have improved nutrition in line with national targets by 2022.” WFP will contribute to increasing the availability and access to safe and nutritious food for vulnerable and affected populations in crisis and non-crisis situations to enhance their nutrition and resilience. WFP will also support the government in implementing national nutrition actions, including SBCC, preventive nutrition specific and sensitive interventions, and scale-up of management of acute malnutrition.

JOB PURPOSE

This job is located in Maungdaw Field Office of WFP Myanmar.

Job holders are likely to be working under the close support and guidance of a more experienced professional staff member receiving guidance and regular feedback on work performed. They are typically involved in programme or policy activities or similar nature and analytical work of limited complexity.

The purpose of this job profile is to provide support to policy and programme activities that effectively meet food assistance needs.

KEY ACCOUNTABILITIES (not all-inclusive)

Under the direct supervision of Head of Programme/ Programme Officer (UNV) in Maungdaw and overall supervision by the Head of Field Office in Maungdaw, the incumbent will perform the following duties.

  • Act as a Deputy Head of Programme and cooperate with all the heads of units in terms of programme management and timely completion of the planned activities whereby providing necessary guidance in achieving the operational targets;
  • Responsible for overall programme management which includes design and implementation of Cash and Food for Assets projects, Relief Programme, School Feeding , and Nutrition Activities;
  • Design the targeting methodology in line with WFP priorities and Strategic Outcomes and design vulnerable area and people are targeted for assistance;
  • Develop and sustain liaison with key professionals and NGOs engaged in the field of food security, government, UN Agencies, and NGOs;
  • Oversee preparation and dissemination of timely analytical and critical reports including proposals for improvements in operation and the scope of programmes;
  • Assess the need for food in emergency and refugee/displaced person situations, draw up plans for its timely arrival in coordination with government and other donors, and monitor the implementation of these plans;
  • Assist the government in identifying fields of development where food aid can be usefully employed and give assistance in planning, formulating, and targeting recipients for new requests for WFP aid;
  • Liaise with project implementing authorities and undertake visits to view project outputs and beneficiaries, inspect storage places and points where WFP commodities are received in the country, in order to ensure that progress is made in the achievement of project objectives;
  • Ensure the monitoring findings are compiled and address for appropriate and timely actions taken and feedback to the respective units where necessary;
  • Design and maintain databases of indicators relating to food security and WFP projects;
  • Prepare periodic reports on the progress of operational projects and related government plans;
  • Ensure compliance with WFP’s policies, criteria and procedures with respect to food assistance;
  • Assist Programme Officer in all matters related to the delivery of WFP emergency assistance and bring to the attention of appropriate Field Office Staff any administrative constraints arising from rapidly evolving emergency situations in the field;
  • Assist SO management in preparation/update of the early warning, risk analysis and contingency planning in order to respond to humanitarian crises. Periodically monitor the management of risks and report on any actions taken;
  • Supervise other programme staff; provide training and technical guidance in their work;
  • Perform other related duties as required.

STANDARD MINIMUM QUALIFICATIONS

Education:

Advanced University degree in International Affairs, Economics, Nutrition/Health, Agriculture, Environmental Science, Social Sciences or other field relevant to international development assistance, or First University Degree with additional years of related work experience and/or trainings/courses.

Knowledge & Skills:

  • Knowledge of humanitarian assistance and development practice.
  • General knowledge of UN system, policies, rules, regulations and procedures governing administration.
  • Knowledge of the political, economic and social situation in Myanmar.
  • Knowledge of managing projects, programmes and/ or operations
  • Knowledge of MS Office (Word, Excel, Access, Outlook);

Language:

Fluency in both oral and written English and Myanmar.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

Preferable to have at least five years of experience in providing support to policy and programme activities with two years of postgraduate professional experience in food security and managing development and/or humanitarian opreations.

Experience in following areas is an advantage.

  • Experience in implementing technical programs
  • Experience in implementing programmes and provided input into designing operations.
  • Experience in providing input into policy discussions and decisions.
