ORGANIZATIONAL CONTEXT

These jobs are found in Regional Bureaux (RBs), Country Offices (COs), Area/Field Offices (AOs/FOs). The job holders typically report to a Programme Policy Officer or the designate.
At this level, job holders are responsible for the completion of a range of specialized and/or standardized processes and activities requiring some interpretation of standard guidelines and practices. Job holders are able to recommend a course of action to staff at various levels and may allocate tasks to other support staff. They work under minimum supervision, perform basic analyses and compile reports to support information consistency and smooth implementation of programmes/projects.

JOB PURPOSE

To perform specialized and/or standardized policy and programme-related processes and activities to support the effective delivery of assistance packages.  

KEY ACCOUNTABILITIES (not all-inclusive)

Within delegated authority, Programme Assistant will be responsible for the following duties:

  • In consultation with activity managers draft, maintain and update SCOPE implementation plan when needed
  • Ensure that SCOPE activities are carried out in accordance with SCOPE implementation strategy
  • Organize regular meetings with key units to monitor SCOPE implementation progress  
  • In collaboration with ICT unit maintain and keep track of inventory of SCOPE equipment and training materials required for each activity  
  • Ensure beneficiary data quality and integrity by conducting regular sanity checks and proposing necessary actions where there are gaps
  • Assist in the deployment/dissemination of standard SCOPE materials such as tablets, software, applications, SCOPE cards, and training material
  • Coordinate with activity managers and Sub-Office focal points on planning and implementation of project activities using SCOPE platform
  • Provide technical support to field staff for WFP Cooperating Partners (CPs) and financial service providers (FSPs) including registrations and distributions  
  • Organize SCOPE trainings including preparation of training materials in collaboration with activity managers, Cooperating Partners and financial service providers
  • Support activity managers with SCOPE intervention design, beneficiary registration and planning of distributions
  • Track distribution activities in SCOPE and bring any issues arising to the supervisor.
  • Gather SCOPE related issues from Sub Office, CPs and FSP and maintain issues databases at the CO level and follow up with CO SCOPE ICT team or SCOPE service desk depending on the nature of issues. Flag long-outstanding/ complicated issues to the attention of the supervisor.
  • Liaise with the Sub Office and CPs on monthly basis on new beneficiary enrolments and ensure printing of SCOPE cards for the beneficiaries in coordination with IT and Finance units.
  • Provide general office support including facilitating the implementation of Cash Based Transfer programme.
  • Perform other related duties as required.

STANDARD MINIMUM QUALIFICATIONS

Education: University degree in business administration, computer science, social sciences, information systems, or any related discipline.
Language: Fluency in both oral and written communication in English and Chichewa.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

At least two years   professional experience in the planning, design, development, and implementation of development projects or any related area.
