Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants. Context:

Nature of the Consultancy:

To provide support to the development of a Migration and Development Strategy for the International Organization for Migration which would outline IOM`s institutional approach, strategic goals and outcomes of OM programmatic activities in the area of migration and development.

Background information:

Migration is now recognised as a core, cross-cutting development consideration in the Agenda 2030 for Sustainable Development and other recently adopted multilateral frameworks. The positive contribution that migration makes to development outcomes and achieving the SDGs has also been recognized in the ongoing process to agree on a Global Compact for Migration. The International Organization of Migration (IOM) in partnership with governments and other stakeholders over decades has been playing an important role in advancing the global discussions on migration and development, as well as supporting operational and practical approaches on the ground. The Migration and Development Unit in IOM’s Labour Mobility and Human Development Division leads on the development of a Migration and Development Strategy with a view to consolidate IOM`s institutional approach on migration and development (M&D), to support IOM field missions worldwide, IOM government partners as well as streamline collaboration with relevant UN and other counterparts. The strategy will set out clearly IOM’s position and expertise in relation to migration and development and will be developed jointly with other IOM departments and divisions to ensure a whole of organization approach. The document will be strategically framed by the 2030 Sustainable Development Agenda, the Global Compact on Migration and other global dialogues/agreements, as well as anchored with IOM frameworks and tools such as MiGOF and MCOF.

The strategy will have both a human development and human mobility lens, therefore allowing to consider both internal and international migration as the two dimensions that are highly relevant in terms of development. Building on the universality of the 2030 Sustainable Development Agenda, the strategy will connect migration and development contexts in countries of origin and destination, an aspect little explored in traditional M&D discourse. The strategy will also use the prism of transnationalism to bring new perspectives to the analysis of the M&D nexus. This entry point will offer interesting and innovative ways to explore the impact of

Page 1 / 5migration on development and the impact of development on migration such as: (i) the interrelations between the usage of technology and social media on migration dynamics; (ii) how to better link access to education and training with appropriate skills matching and labour migration opportunities as an integral part of fulfilling migrants’ own development potential and (iii) exploring the linkages between bilateral trade agreements, migratory dynamics and development objectives. The strategy will also be reflective of the humanitarian-development nexus and other relevant frameworks and approaches within and outside of the UN, such as human security, well-being and the graduation theory.

Objective of the Consultancy:

To support the development of a Migration and Development Strategy for the International Organization for Migration.

Target:

Internal and external stakeholders – IOM staff, national governments, UN agencies, development cooperation partners, private sector and civil society.

Core Functions / Responsibilities:

1. Prepare a methodology and undertake a desk review and mapping of relevant literature, frameworks and concepts, and IOM and other organizations` activities related to development in general, and migration and development specifically to inform the conceptualisation of the Migration and Development Strategy.

2. Prepare an outline structure for the Migration and Development Strategy. In preparing the outline, the consultant should build on the thinking of the Migration and Development Unit. 3. Conduct meetings with other IOM departments and divisions (e.g. the Department of International Cooperation and Partnerships, the Department of Operations and Emergencies) to seek their input during the development of the Migration and Development Strategy. 4. Develop a first draft of the Migration and Development Strategy. The first draft will undergo an internal review process by IOM.

5. Finalize the Migration and Development Strategy based on comments and feedback received from the internal IOM review process. The final document should be no more than 20 pages in length.

6. Prepare a presentation that summarises the key elements of the Migration and Development strategy and that can be presented to IOM’s Senior Management Team. The presentation should be no more than 10 slides.

Required Qualifications and Experience:

Education

• Advanced University degree (Master’s or equivalent) in Economics, Urban and Regional Planning, Economic Development, Policy Analysis, and Private Sector Development or a related field from an accredited academic institution.

Experience

• Excellent knowledge of existing migration and development, humanitarian-development nexus and other relevant frameworks and approaches;

• A minimum of eight (8) years of professional experience in migration and development area, with proven successful experience in policy analysis, development, conceptualization and formulation of strategic planning approaches and action for policy practitioners (strategy papers, road maps, frameworks);

• Demonstrated international experience as well as experience with  an international development organisation or a reputable non-governmental organization on policy/strategy development issues;

• Computer literacy in Microsoft Office (word, excel, outlook) and web-based applications. Languages

• Fluency in English is required. Working knowledge of French or Spanish is an advantage. Note
