Org. Setting and Reporting

This position is located in Bogota within the Reintegration Unit of the Office of Verification of the United Nations Verification Mission in Colombia. The Economic Affairs Officer (Verification of Socioeconomic Reintegration) reports to the Senior Programme Management Officer (Verification of Socioeconomic Reintegration).

Responsibilities

Under the direct supervision of the Senior Programme Management Officer (Verification of Socioeconomic Reintegration), the Economic Affairs Officer (Verification of Socioeconomic Reintegration) will be responsible for the following duties:

•Monitors developments related to the implementation of Section 3.2 of the Final Agreement in a defined area and identifies recurrent and emerging issues of concern to the Mission.
•Designs and conducts studies of selected issues related to the implementation of Section 3.2 of the Final Agreement and drafts resulting reports.
•Develops draft policy recommendations pertaining to area of work.
•Formulates proposals for verification strategies, policies and measures for presentation to relevant counterparts and others.
•Attends international, regional, and national meetings to hold discussions with representatives of other institutions.
•Organizes expert group meetings, seminars, etc. on issues related to the implementation of Section 3.2 of the Final Agreement issues.
•Prepares speeches and other inputs for presentations by senior staff.
•Provides substantive support on verification issues to to the broader Verification Office and the Substantive Component of the Mission. .
•Represents organizational unit at international, regional and national meetings.
•Monitors reintegration projects.
•Undertakes missions to field locations, either alone or as a participant in a diverse team, as part of the Mission’s verification activities.
•Conducts training seminars and workshops.
•Formulates technical modalities for the evaluation of individual reintegration projects.
•Supports junior staff, reviewing their work and providing feedback.
•Participates in intra- and inter-Departmental undertakings of broader concern to represent the views or interests of the organizational unit.
•Performs other related duties as required, including a variety of administrative tasks necessary for the final delivery of the work unit’s service.;
•Undertakes on-the-job and other training activities, both internally and externally.
•Performs other duties as required.

Work implies frequent interaction with the following:
Staff within work unit/section; counterparts in other UN, regional and global development organizations
Senior officials in government, academia and research institutions.

Results Expected:
Prepares in-depth qualitative and quantitative analyses of diverse aspects of the reintegration challenges faced by the peace process; formulates sound policy proposals; recommends project activities; develops well-designed programmes of analysis of reintegration issues; provides guidance and leadership to less senior staff.

Education

Advanced university degree (Master’s degree or equivalent) in political science, international relations, economics or related field is required. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of seven years of progressively responsible experience in economic research and analysis, policy formulation, application of economic principles in development programmes or related area. UN field experience is desirable. Experience in verification and/or monitoring and evaluation is desirable. Previous experience in Latin America is desirable.

Languages

English and French are the working languages of the UN Secretariat. For the position advertised, fluency in English (both oral and written) and working knowledge of Spanish is required.

Assessment

Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
