DCA is looking for an experienced Early Recovery Coordinator (ERC) who will refer to the in-country Programme Manager and be responsible for coordination, management and implementation of DCA humanitarian response and early recovery projects and activities in North East Syria and Iraq.

DanChurchAid (DCA) is a Danish humanitarian, non-government and non-profit organization working in Syria since 2014 and in Iraq since 2017. DCA is a non-missionary organization. DCA has two offices inside NES and a coordination office in Erbil, Iraq. In NES, DCA directly implements a number of humanitarian and early recovery projects and is expecting to increase its footprint in the coming months. In Iraq, DCA is currently working through local partners in Mosul who are implementing protection and emergency livelihood activities, and is planning to begin clearance operations in the near future.

The ERC will be responsible for leading the overall planning, implementation and management as well as the achievement of the goals and objectives of the existing humanitarian response and early recovery activities and projects in a timely and cost-effective manner with adherence to technical quality standards and donor guidelines. Fundraising and liaising with donors including writing of concept notes and assisting with proposals will be key to the position. Also key will be capacity building of national counterpart and local partners, and the coordination of all humanitarian response and early recovery activities into the overall programme objective for DCA in NES and Iraq.

Although initially based in Erbil, this positions will require regular visits to project locations in NES and Iraq, and may be based in field locations for longer periods of time.

Main tasks and responsibilities include

  • Provide technical support to DCA offices and partners on humanitarian response and early recovery activities, including emergency livelihoods, and cash-based programming

  • Provide technical support for the planning and implementation of humanitarian response and early recovery activities and projects, supervise and support field teams , and monitor and evaluate activities implemented

  • Produce internal and donor reports, and will work closely with the PM to develop proposals.

  • Coordinate and manage humanitarian response and early recovery activities and projects within the programme, including monitoring project progress and ensuring that objectives are reached.

  • Act as the day-to-day focal point for humanitarian response and early recovery partners and management of issues relating to partner relationships.

  • Ensure achievement of synergies between the humanitarian response and early recovery activities implemented under the general programme strategy, as well as synergies between the Syria and Iraq responses.

  • Explore new and exciting funding opportunities to link emergency humanitarian response to early recovery.

  • Ensure administrative and financial procedures are followed according to Donor and DanChurchAid guidelines.

  • Monitor progress of and, if necessary, revise project activities and work plans in coordination with PM.

  • Directly manage the M&E teams in NES, and ensure they regularly monitor all programme activities and provide reports for learning and improvement

  • Prepare modifications to project documents, if and when necessary, and communicate them to the DCA HQ for further communication to the Donors and partners.

  • Help ensure protection is mainstreamed in all programme projects and activities.

  • Develop plan for facilitating proper documentation of capacity building and staff development, both on technical and support related competencies.

  • Conduct regular and timely needs assessments and gap analysis and advise PM on new areas of possible intervention. Ensure all data gathered is stored securely and digitally.

  • Ensure compliance with humanitarian principles and Core Humanitarian Standards.

  • Represent DCA in interagency, donor, partner, local and national authority meetings as relevant and necessary.

We are looking for the following qualifications:

  • University degree in food security, nutrition, public health, development studies, social sciences, or other relevant field.

  • At least five years of relevant experience in positions of progressively greater responsibility in emergency response and/or early recovery, including emergency livelihoods and food security

  • At least 1 year of experience in different aspects of humanitarian assistance relevant to cash transfer programming specifically on cash, voucher and cash for work schemes

  • Experience providing leadership, supervising staff, managing multiple complex programme components including remote management

  • Ability to coordinate several projects simultaneously - Proven coordination and liaison skills

  • Ability to maintain flexibility in an environment where change or revision to projects and planning is regular

  • Ability to fit well within a small team

  • Diplomatic skills and cultural sensitivity

  • Training and capacity building skills

  • Good spoken and written English language; Kurdish or Arabic language skills a plus

  • Proven research and analytical skills

  • A working knowledge of log frames and developing indicators

  • Working experience or a developed knowledge of working in Middle East desirable
