Sudan is a huge country, more than four times the size of Sweden and the third largest in Africa—even after South Sudan was carved out in 2011. Sudan has a lot of land and resources, a population of 40 million and a history that predates the Nubian kingdoms established along the Nile River around 4,000 BC.
Sudan’s children make up half of the total population, and the past two decades have seen their lives improve. Fewer boys and girls are dying before their fifth birthday. Primary school attendance is increasing. Immunization coverage is high and the country remains polio free.
Still, millions of children continue to suffer from chronic conflict, from seasonal natural disasters and disease outbreaks, from under-investment in basic social services. Sudan ranks as one of the worst in the world for malnutrition, and three million of its school aged children are not in the classroom.

How can you make a difference?

Specific Tasks:

Under the overall guidance and supervision of UNICEF WASH Water Supply Specialist, the consultant will conduct the following tasks in full collaboration and coordination with UNICEF WASH staff at Khartoum and filed offices:

• Provide technical and managerial support to federal and states governmental WASH institutions (mainly Ministry of Water Resources, Irrigation and Electricity, Drinking Water and Sanitation Unit, National Dams Unit and Groundwater and Wadies Department) on the planning, implementation and monitoring of the Basic Water Supply and Enabling Environment components of Gov/UNICEF Joint 2018-2019 Rolling Workplan (RWP) in development and emergency contents.
• Work with both WASH UNICEF and government institutions to contribute to the improvement of the upstream (mainly policy, strategic plans, guidelines, IMS and capacity building) and service delivery (mainly basic water service managements, operation and maintenance, CMOM, service expansion, technology options, Groundwater studies and IWRM) interventions at national and 13 states levels.
• Contribute to the monitoring of Basic Water Supply and enabling environment components monthly achievements against the RWP targets, provide corrective actions for the under achievements and conduct monitoring and serge capacity field trips to the field to provide technical support on the implementation of Basic Water Supply RWP activities in emergency and development contexts.
• Contribute to WASH Section in Basic Water Supply and enabling environment programme data collection, analysis, verification, compilation and presentation and reports preparations and finalization.

• Represent WASH Section in Basic Water supply and enabling environment related meetings, coordination forums, committees and joint assessments.

   Key deliverables

1. Monthly approved progress report using agreed reporting format on his/her achievements towards the overall progress of the following tasks:

• Technical and managerial support to federal and states governmental WASH institutions on the planning, implementation and monitoring of the Basic Water Supply and Enabling Environment components of Gov/UNICEF Joint 2018-2019 Rolling Workplan.
• Monitoring for Basic Water Supply and enabling environment components achievements and corrective actions for the under and challenged achievements.
• Serge capacity field trips on the implementation of Basic Water Supply RWP activities in emergency and development contexts.
• WASH Section Basic Water supply and enabling environment representation on the related meetings, coordination forums, committees and joint assessments.

To qualify as an advocate for every child you will have…

• • BSc. on hydrogeology, Hydrology, Civil Engineering or related science.
  • A Master Degree on hydrogeology, Hydrology or related science is preferable.
  • Minimum 5 years’ professional management and implementation experience in the field of water supply
  • Minimum 2 years’ previous experience in emergencies programmers in the water supply.
  • Fluency in writing, reading, and speaking English and Arabic.
  • Strong communication, networking and advocacy skills.
  • Computer skills, including various office applications.
