The consultant will work under the guidance of the Child Protection Specialist and Communication Officer, in collaboration with MoJ (including the Inter-ministerial committee for Civil Registration, including communication officer at the MoJ) and the CNAPN (National Committee for the Abandonment of Harmful Practices) by performing the following tasks:

PBF Civil Registration Project

  • Review the existent visibility materials (posters/baners/radio spots) of the PBF project- Civil registration, and provide improvements.
  • Follow up on the PBF communication plan, including at decentralized level (update of its implementation status and recommendations for its improvement).
  • Develop the following new communication materials:
  • 3 Human interest stories (Portuguese and English)
  • 4 banners (2 vertical indoors and 2 outdoors)
  • Review and propose improvements on radio spots (1 minute) in local languages (already broadcasted in crioulo)
  • Radio Programme: review the former radio programme on civil registration and support the MoJ in collaborate with local radios to develop a new radio programme (provide technical support to design the programme jointly with selected radio).
  • Develop the script for 1 short films on the PBF project and work closely with a video company to produce it until final version (long version of 7 minutes and short version of 1 minute).
  • Develop a leaflet on the importance of Birth Registration
  • Develop an Advocacy brief & plan for Birth Registration.
  • Develop a reader friendly version of the new Civil Registration Action Plan.
  • Follow up of the editing and printing process of all visibility materials.

FGM/C – UNICEF/UNFPA Joint Programme

  • Prepare 2 Human interest stories on MGF/C (Portuguese and English).Develop 1 banner on the UNICEF/UNFPA joint programme and follow up on its editing and printing process.
  • Develop a leaflet with summary information on the JP project results in Guinea-Bissau (Portuguese-English) and follow up on its editing and printing process.

PBF Restorative Justice project (UNICEF/UNDP)

  • In collaboration with the PBF focal point, develop a leaflet with summary information on the project and prepare a distribution plan.Develop 1 banner on the project and follow up on its editing and printing process.
  • Prepare monthly reports with a summary of key deliverables and submit a final report of the consultancy.

2 - TIMEFRAME, PAYMENT AND SUPERVISION:

 ESTIMATED DAYS OF WORK: Approximately 72 days out of which 12 could be remote.

The total period of the Special Service Agreement is foreseen from June 2018 to August 2018 (approx. 4 months)

3 - METHODOLOGY AND ORGANIZATION OF WORK

Duration: The contract will be for a total of 3 months. The table above is an indicative time table for the contract.  The consultant is free to propose a different time table, if the proposal clearly explains the sequence of activities, the resources deployed at each stage and the feasibility of the duration of each stage.

Management and implementation arrangement: The overall management of this contract will be done by UNICEF. Within UNICEF, Protection and Communication Section will jointly supervise the contract.

The consultant is expected to work closely with the Ministry of Justice and Ministry of Social Affairs – General Directions for Civil Registration and Justice Administration, as well as the CNAPN and UNICEF Guinea Bissau.

Budget and Remuneration: The consultancy, on a SSA type contract is at the L3 level. The applicants should send a financial proposal along with the application. The contract fee rate will be based on the current market value. The selected consultant will be remunerated according to his/her experience and the negotiations that will follow. This consultancy contract is on lump sum. DSA will not be paid.

Professional fees will be paid on the successful completion of specific tasks and the satisfactory submission of deliverables.

To receive the professional fees, the expert will invoice country office for the number of days devoted to a task (according to “Estimated Days of work and timeline” section).

No payment will be made without submission of the specified deliverables.

4 - PROPOSED RANGE FOR LUMP SUM PAYMENT:

1ST PAYMENT corresponding to 30% of total budget, upon successful completion of deliverables related to activities 1 and 2 and time frame table above; Between 8,400 to 10,050 USD (including fee and DSA)

2nd PAYMENT corresponding to 40% of total budget, upon successful completion of deliverables related to activities 3 and 4 and time frame table above; Between 11,200 to 13,400 USD (including fee and DSA)

3nd PAYMENT corresponding to 30% of total budget, upon successful completion deliverables related to activities 5 and 6 and time frame table above; Between 8,400 to 10,050 USD (including fee and DSA)

To qualify as an advocate for every child you will have…

Given the particularity of the context and since the Civil registration communication strategy as well as the FGM/C national Strategy aims also at behavior change of families at community level and key stakeholders it is important that the consultant has a good knowledge of the country context as well as good Portuguese proficiency. 

The selected consultant will have to possess:

      • An advance degree in Communication, Protection, Social Sciences, with demonstrated experience in designing and implementing campaigns, communication strategies and dissemination.
      • Proven skills in developing guidelines, strategies, operational results-oriented action plans for different stakeholders – policy-makers, child protection specialists, front line workers and practitioners, social workers, community workers, families and young children.
      • Experience in producing communication products in a variety of formats and languages.
      • Capacity to turn complex language into appropriate messaging for a range of audiences and have experience delivering communications using a variety of channels aiming also at 'hard to reach' target groups.
      • Experience supporting and working in close collaboration with diverse national teams, especially government partners.
      • Excellent training and facilitation skills
      • Excellent writing, analytical and synthesis skills
      • Very good command of written and spoken Portuguese
      • Fluent in English
      • Experience of working in international environments especially in PALOP countries, is an asset
      Familiarity with UNICEF mission and mandate is an asset.

Conditions of work

Travel to Bissau from the duty station/residence of the selected candidate.

Travel arrangements according to UNICEF regulations. UNICEF will purchase an economy AR ticket.

UNICEF will facilitate transport to and from the airport and within Bissau for work purposes only.

This consultancy contract is on lump sum.

In the case that the experts incur approved travel-related costs, such as for air travel, visas, etc., final settlements of these expenses will be made upon submission of all required travel related documents (including completed F-10 form, trip report, tickets and boarding passes, receipts and any other invoices, e.g. for visas, etc.).

In Bissau, the consultant will work from the office and a computer/internet connectivity will be provided.

Consultant will use UNICEF transport in respect of the regulations of the Organization and field trips will be conducted based on a previous travel plan agreed on with the supervisor and national counterparts.

All the products developed will be the property of UNICEF.
