The Global Nutrition Cluster is seeking an individual consultant to support with the facilitation of two joint GNC-gFSC inter-cluster training package for nutrition outcomes for Nutrition, Food Security, WASH and Health Cluster Coordinators and partners.

Job Title:

Support to the GNC Capacity Building Project: Piloting of the gFSC/GNC Inter-cluster Training Package for Nutrition Outcomes

Place of Work:

Home based and two training locations in the field (Ethiopia and Nigeria).

Facilitation of two joint GNC-gFSC inter-cluster Training package for nutrition outcomes for Nutrition, Food Security, WASH and Health Cluster Coordinators and partners.

June-August 2018 (approximately 24 working days)

 

Background

The concept of global clusters was adopted by the Inter Agency Standing Committee (IASC) in September 2005 in recognition of the capacity gaps which often undermine the effectiveness of humanitarian assistance delivered to communities affected by emergencies. Cluster leads were identified for elven areas of activity with UNICEF the designated global lead for three clusters including Nutrition. UNICEF is also a lead for working group on Gender Based Violent and Child Protection, both of which falls under the Protection Cluster. 

The aim of the global clusters is to “improve the predictability, timeliness and effectiveness of a comprehensive response to humanitarian crises” through strengthening partnerships between NGOs, international organizations, the International Red Cross and Red Crescent Movement and UN agenciesAt country level it is anticipated that enhanced inter cluster collaboration will improve the quality of response by encouraging better prioritization of available resources and greater clarity in defining the division of labor and the roles and responsibilities of humanitarian actors in the response.

The Inter-cluster Nutrition Working Group (ICNWG) is a sub-working group of the Global Nutrition Cluster (GNC) and global Food Security Cluster (gFSC) that was established as a collaboration between the two clusters in 2012. Its overall goal is to contribute to safeguarding and improving the nutritional status of crisis affected populations, preventing a deterioration of the nutrition situation in at-risk population groups and enhancing the overall nutritional situation of the affected population. It aims to do this by providing technical direction, guidance and coordination solutions and by promoting a coherent multi-sectoral integrated approach to ensure good nutrition in humanitarian crises, with the needs of the affected population at the centre. In 2017-2018, the ICNWG embarked on step that supports the technical capacity of country stakeholders on nutrition-sensitive programming. A multi-cluster workshop with participation of global clusters, its partners and key stakeholders, was held in Geneva in June 2017, which led to the development of a training package on inter sectoral integration for cluster coordinators and cluster partners as the key audiences. This package defines the “how to” of multisectoral approach with Food Security, Nutrition, WASH and Health and the package of nutrition sensitive intervention that need to be delivered by those sectors in order to achieve a better Nutrition outcome. The package is now ready for field testing and the ICNWG will pilot it in at least two cluster/sector countries as a part of its 2018 Joint Workplan and 2018 GNC Annual Workplan.

Justification and Purpose of Assignment: Given the limited human resource capacity within the Global Nutrition Coordination Team and global Food Security Cluster Coordination Team, this training will be delivered through consultant thus TOR is put together to facilitate the sourcing of an individual consultant to facilitate two pilot training workshops and use the lesson from these two pilots to finalise the training package based on the feedback from the audience of the trainees.

Key Responsibilities and Tasks

Facilitate two joint GNC-gFSC inter-cluster Training for Nutrition, Food Security, WASH and Health Cluster Coordinators, partners and key stakeholders:

  • In collaboration with ICNWG, GNC and gFSC Coordination Teams and country cluster teams of the two selected countries, analyse the country profile received from the country clusters and develop a country-specific agenda for the inter-cluster training based on the participants’ knowledge and the needs of the country.
  • In collaboration with ICNWG, GNC and gFSC Coordination Teams, ensure that all the requirements for the training sessions are available, such as agenda and handouts, including liaison with UNICEF/WFP/FAO offices on other training requirement, such as projectors and stationeries etc.
  • Ensuring that a USB stick containing key resources and the training package are produced and provided to each participant. The USB sticks are to be provided by UNICEF.
  • Facilitate the training, deliver specific sessions as agreed, while ensuring discussions on the way forward and key indicators to be monitored by the country cluster teams of selected two countries are developed.
  • Evaluate the training from the perspective of each trainee and the training as a whole, based on post-training evaluation forms completed by the participants.
  • Produce a report which outlines the results of overall evaluation of the training.

Finalise the joint GNC-gFSC inter-cluster Training package for nutrition outcomes:

  • In collaboration with ICNWG, GNC and gFSC Coordination Teams and based on the feedback received from two pilot workshop, finalize the joint GNC-gFSC inter-cluster training package for nutrition outcomes, including the following elements:
  • Training cover note, including the data set required and methodology for countries to adapt the workshop agenda and content;
  • Standard agenda;
  • Minimum knowledge and expertise of participants;
  • Facilitator guidance – session plans for each session;
  • Final presentations for each session with specific examples from selected countries.

Expected Outputs/Deliverables: 

    1. Participants’ list for two workshops;
    2. Training agenda adjusted for each of two countries;
    3. Review and finalised training package to suit the needs and situation in two pilot countries;
    4. One day of pre-training workshop for the facilitators’ of the workshop to clarify roles and clarity of sessions;
    5. Two Training sessions conducted in Ethiopia and Nigeria. The training should be based on a draft version of the joint GNC-gFSC inter-cluster Training package for nutrition outcomes, and targeting about max. 25 -30 participants representing key stakeholders, partners and clusters;
    6. Final report with evaluation of the trainings;
    7. Final version of the joint GNC-gFSC inter-cluster Training package for nutrition outcomes.

Qualifications or Specialized knowledge/experience required: 

  • A university degree in nutrition, public health or related field
  • The candidate should have a good understanding of humanitarian reform and be familiar with the ICNWG and the draft GNC-gFSC Training Package for nutrition outcomes, IASC materials and the Cluster Approach.
  • More than 10 years of progressive responsibility with NGOs or UN agencies in nutrition in emergencies, food security capacity building, programme formulation, planning, management, and evaluation, some of which should be in emergency programme management and operations and training in those areas.
  • Excellent communication skills, organizational skills, training skill and the ability to work in a team and with cluster partners.
  • Excellent facilitation and interactive learning skills.
  • Previous experience cluster/sector coordination training is an asset.
  • Good analytical, negotiating, communication and advocacy skills.
  • Computer and writing skills including internet navigation and various office applications.
  • Fluency in English is important as this can facilitate the training and finalize the training package.

Duration:

01 June to 31 August 2018 with travels to two countries: Ethiopia and Nigeria

  • Preparation days: up to 5 days
  • Workshop days: up to 6 days (two workshops)
  • Post-workshops days: up to 10-13 days (final report preparation and finalization of the training package)
