STANDARD MINIMUM QUALIFICATIONS

Education:

Advanced University degree in Nutrition/Health, Agriculture, Environmental Science, Social Sciences or other field relevant to international development assistance, or First University Degree with additional years of related work experience and/or trainings/courses.  

Language:

Fluency (level C) in English language,

preference is given to the candidates with the knowledge of local language of the Eastern Sudan (Beja)

ORGANIZATIONAL CONTEXT

These jobs are found in Headquarters (HQ), Regional Bureaux (RBs) or Country Offices (COs) and job holders report to a more senior Programme Policy Officer.
Job holders operate with a high degree of independence, manage more junior staff to ensure that programme and policy objectives are achieved in full. They are usually involved in a wide variety of programme and policy activities and analytical work, some of which may be of a considerable complexity. At this level job holders are expected to contribute to performance improvement.

JOB PURPOSE

To provide support to policy and programme activities that effectively meet food assistance needs.

KEY ACCOUNTABILITIES (not all-inclusive)

KEY ACCOUNTABILITIES (not all-inclusive, within delegated authority):

1. Provide technical advice and support e.g. security assessments and plans to COs to strengthen the capacity within security management and crisis readiness and preparedness.

2. Contribute to the development of systems and tools for the monitoring and assessment of security situation needs in line with innovative methodologies and best practices.

3. Contribute in conducting context analysis in conflict affected areas of operations, determining the key characteristics and locations of non-state armed groups (NSAG).

4. Assist with communications and negotiations to garner security guarantees or “acceptance” for WFP to operate in NSAG’s areas of control.

5. Keep up to date with and advise upon local security developments and issues and the potential impact upon WFP operations to inform security and operational activities.

6. Contribute to monitoring and maintaining an effective security management communications system that enables rapid and co-ordinated security activities.

7. Contribute to productive relationships building with local partners to align activities and optimise the best protection for staff, activities and facilities.

8. Work in close collaboration with internal counterparts to align activities with wider programmes and ensure compliance with security policies and procedures.

9. Where supervisory responsibilities apply, manage security staff, providing coaching and guidance to ensure appropriate development and enable high performance. 10. Participate at local and inter-agency meetings e.g. Security Co-ordination Cells to present relevant security issues and contribute to technical discussions, exchange of knowledge and experience.

11. Support in organizing and delivering training sessions to build the security capabilities of WFP and external partners.

12. Prepare accurate and timely reports, e.g. mandatory Field Security reports that enable informed decision making and consistency of information presented to stakeholders.

13. Support the monitoring and evaluation of WFP activities, providing technical analysis and information as required to support the assessment of activity impact.

14. Follow emergency security preparedness practices to meet emergency food requirements;

Strategic Policy Engagement w/ Government Develops thorough recommendations using multiple inputs (e.g., government counsel, research, own experience) to strengthen national or subnational entities and government owned food and nutrition security programmes.

OTHER SPECIFIC JOB REQUIREMENTS

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE:

  • One to two years of experience in:
    • working within Government authorities in decision-making positions, and hence gained relevant knowledge of the governmental and political interaction peculiarities within the assigned geographical area;
    • supporting operational activities that consider security situation context, and operations functions and feed into overall strategic aims.
  • Has gained experience in an emergency response and high risk operational capacity

Has provided direction and instruction to more junior staff members within area of expertise
