The Nutrition manager reports to the chief nutrition for general guidance and direction. The nutrition manager is responsible for developing a systematic, planned and evidence-based strategy and process for preventive nutrition including infant and young child nutrition and micro-nutriments. Through community based approaches and system strengthening, strategic partnership with key stakeholders, communities, civil society partners and government counterparts, s/he promotes evidence-based strategies for preventive nutrition. This subsequently contributes to the achievement of sustainable and concrete results on improving children's rights, survival and development.

Niger is a landlocked Sahelian country of 20.7 million people, most of whom live in rural areas (84%). The population is young, with 52% of Nigeriens being under 15, and nearly half of the population is poor (45.1%), despite reductions in the poverty rate over the past decade. The country, which ranked second to last on the 2016 Human Development Index, sees its development constrained by several factors: climatic conditions that hinder rural development, vulnerability due to the absence of economic diversification, high population growth, gender equality issues, low levels of literacy and education, and the size and landlocked nature of the country, which obstruct the provision of essential goods and services to the population.
In 2017, Niger continued to face a multifaceted humanitarian crisis that included not only conflict and displacement but also food insecurity and malnutrition, floods, and epidemic outbreaks.

How can you make a difference?

Under the general guidance of the Chief Nutrition, the SM will be responsible for the development, planning, implementation, monitoring and evaluation of preventive nutrition including infant and young child feeding and micronutrient. 

Roles and responsibilities:

1.Ensures the preparation of the Situation Analysis and its periodic update. Formulates Nutrition project input to the Country Programme Document (CPD) and all related documents, (e.g. Plan of Operations, Project Plans of Action, Country Programme Summary Sheet (CPSS), Programme Summary Sheet (PSS), for assigned programmes/ projects.

2.Participates in the formulation and development of programme goals, strategies and approaches for the UNICEF plan of cooperation. Plans, implements and monitors Nutrition project activities.

3.Participates with UNICEF/government/and other partners in the development of policies, strategies, methodologies and innovative approaches for improving Nutrition project delivery, with emphasis on policy formulation, program planning, monitoring, evaluation, dissemination and advocacy. The scope of the SM leadership in Nutrition for Survival and Development includes regular programming as well as emergency preparedness and response (as per UNICEF CCC in emergencies).

4.Reviews and evaluates the technical, institutional and financial feasibility of nutrition project in coordination and collaboration with government and other national and international partners.

5.Provides technical support to government and non-government organization at the national, regional, and provincial levels in the planning, development and implementation stages of the Nutrition project. Plans, organises and conducts training and orientation activities for national and international partners and beneficiaries, for the purpose of capacity building at the central and regional levels, and expansion of coverage of services both in regular and emergency programming.

6.Undertakes field visits and surveys in order to monitor and evaluate policy and program implementation. Identifies problems and proposes remedial action. Identifies alternative courses of action, to accelerate/ improve programme delivery.

7.Develops the workplan for sector and monitors compliances to ensure objectives and targets are met and achieved both in regular and emergency programming. Guides and supervises professional and support staff. Ensures their training needs are met, and provides on-the-job training.

8.Coordinates with the Operations/Supply staff on supply and non-supply assistance activities ensuring proper and timely UNICEF and government accountability. Certifies disbursements of funds, monitors and submits financial status reports to the Sr. Programme Officer of Representative as required.

9.Coordinates activities and exchanges information/ideas with other programmes and the Regional Office to contribute to the achievement of overall country programme objectives. Participates in establishing effective monitoring, information reporting and dissemination systems, in the development of communication materials and strategies to support advocacy, community empowerment and ownership, and resource mobilisation.

10.Participates in the preparation of all programme reports for management, Board, donors, budget reviews, programme analysis, annual reports, etc.

To qualify as an advocate for every child you will have…

• An advanced university degree (Master’s or higher) in nutrition or technical related field
• A minimum of 8 years of progressively responsible professional work experience at the national and international levels in programme management, monitoring and evaluation in nutrition or a related field.
• Developing country work experience and/or familiarity with emergency is considered an asset.
• Fluency in French and English is required. Knowledge of another official UN language (Arabic, Chinese, Russian or Spanish) or a local language is an asset.
