The role

Bioversity International is seeking a dynamic mid-level career professional experienced in international development. Using specialized knowledge of funder priorities and requirements, and proven writing/editing skills, the Proposal Enhancement specialist will support scientific staff with the development of high quality and impactful proposals and concept notes for Bioversity’s funders and prospects.

Key Responsibilities:

Reporting to the Manager of Strategic Partnerships, the incumbent will contribute to enhancing the quality of proposals submitted to funding partners with the aim of increasing Bioversity’ s success rate and maximizing our potential to secure funding.  More specifically,

Proposal development / enhancement:

  • Review the quality, completeness, coherence and accuracy of strategic proposals
    • enhancing key components of the proposal: evidence based background information, log-frame, monitoring and evaluation, impact, scalability, gender
    • ensuring all aspects of the proposal are relevant and aligned to potential funder’s strategy and priorities
    • ensuring proposals are compliant with the funder’s requirements
  • Collaborate closely with lead scientist and budget officer to ensure cost proposals are responsive and consistent with the technical proposal
  • Support the lead scientist to secure timely and accurate partner information for submission of technical and cost proposals
  • Oversee the development of proposal schedules, compliance matrixes, and other proposal tools as needed
  • Serve as a liaison between the Bioversity International initiative (BVI) managers, technical team(s) and Strategic Partnerships Team (SPT) to facilitate proposal development processes and support the successful on time submission of proposals; and facilitate proposal development meetings
  • Support scientists with translating, research ideas and concepts into specific proposal concepts for external funding that advance the research-for-development agenda of Bioversity and are aligned with relevant funding partner priorities
  • Support the capacity development of research staff with understanding and adherence to funder regulations and compliance requirements for proposals.

Qualifications and competencies

Essential qualifications & competencies

  • University Degree in International Development, International Politics, Organizational Development, Communications, Agricultural and Life Sciences or another relevant field
  • Minimum 7 years’ relevant experience developing successful complex proposals for funders of international development projects
  • Demonstrated experience with and knowledge of funder[1] priorities and appraisal criteria combined with a record of accomplishment with successful preparation of proposals tailored to each funder’s demand
  • Experience with coordinating complex teams of professionals from diverse backgrounds in a deadline driven environment
  • Outstanding writing, editing and communications skills in English
  • Familiarity with leading organizations in the international community including funding partners, NGOs, and for-profit contractors
  • Superior critical review skills with the capacity to develop high quality coherent and consistent logical frameworks, project specific treatment of cross cutting issues such as communications, gender, the theory of change, impact pathway and monitoring and evaluation within the context of proposal development with attention to detail
  • Superior interpersonal and team work skills; courtesy, tact, and the ability to establish and maintain effective working relationships with people of cultural and national backgrounds; openness to change and ability to receive / integrate feedback
  • Highly developed skills with personal organization, priority setting, problem solving with good judgment and initiative; ability to work with a high degree of independence within assigned areas.

Desirable qualifications and experience:

  • Working knowledge of major international languages

Terms and conditions: This is a locally recruited professional position, based in Maccarese near Rome, Italy, at Bioversity International’s Headquarters. All benefits are denominated and paid in EURO. The position is level 7, in a scale of eight levels, with level 8 being the highest. The salary range starts from Euro 50,799 per annum. Bioversity’s remuneration package includes a competitive salary, leave provisions, medical and life insurance, and non-contributory retirement plan. The contract will be for a period of 3 years subject to a probationary period of twelve months. Please note this position is only open to citizens and residents of the European Union.
