1.      Organizational Context

 

 

a.   Organizational Setting

 

The position is located in Policy and Cooperation, Building Respect for IP Division, Global Issues Sector. Within the context of WIPO Strategic Goal VI, this Division is responsible for fostering international cooperation among Member States and other stakeholders to build respect for IP and to enforce IP rights (IPRs) in the interest of socio-economic development and consumer protection. With this aim, the Division, inter alia, facilitates international policy dialogue on building respect for IP, including in cooperation with other relevant international organizations, and provides assistance to Member

States in the areas of legislation, training and awareness-raising.

 

b.   Purpose Statement

 

The incumbent will undertake legal, coordination and research organizational duties to implement Strategic Goal VI of WIPO, contributing in particular to the Division's activities in the policy and cooperation areas of building respect for IP and IP enforcement.

 

c.   Reporting Lines

 

The incumbent works under the supervision of the Legal Counsellor, Policy and Cooperation, Building Respect for IP Division.


 

2.      Duties and Responsibilities

 

The incumbent will perform the following principal duties\:

 

a.   In preparation of WIPO meetings on building respect for IP, including the Advisory Committee on Enforcement (ACE), prepare initial drafts, revise and analyze texts, perform required editing, and coordinate commissioned studies and presentations;

 

b.   Undertake legal research related to IP enforcement, including from a comparative law perspective and draft documents, case-law compilations, papers, guides, newsletters and other materials to be published by the Division;

 

c.   In support of the Division's technical assistance to Member States in the field of IP enforcement, perform legal research, analyze Member States' existing laws including their civil and criminal procedures and remedies, initiate discussions with them, prepare draft provisions on the enforcement of IPRs and/or assist Member States to revise of to draft their laws;

 

d.   In support of WIPO training programs, workshops and conferences on building respect for IP, prepare draft programs based on the needs of Member States, draft curricula and information papers, conduct training sessions and deliver presentations;

 

e.   Represent the Organization, as requested, at conferences and meetings organized by Member States, intergovernmental and international non-governmental organizations by presenting the position of the Organization based on established policies and guidelines;

 

f.    Keep abreast of developments and initiatives in other national, regional and international organizations that carry out activities in the field of building respect for IP, liaise with those organizations, represent the Division in their meetings as required and participate in the Division's contributions to the activities of such partner organizations;

 

g.   Draft briefing notes, internal reports and administrative documents for the Division;

 

h.   Perform other related duties as required.


 

3.      Requirements

 

Education (Essential)

First-level university degree in law.

 

Education (Desirable)

Post-graduate specialization in intellectual property law.

 

Experience (Essential)

At least six years of relevant professional work experience in the area of law, preferably in the field of intellectual property law.

 

Experience (Desirable)

Court experience or experience in international IP policy.

 

Language (Essential)

Excellent knowledge of English (written and spoken), including the ability to draft legal texts.

 

Language (Desirable)

Good knowledge of other UN languages.

 

Job Related Competencies (Essential)

Sound knowledge of international IP law.

 

Ability to analyse legal questions, and draft legal texts.

 

Good communication skills with the ability to present legal and policy concepts clearly and logically in written and oral form.

 

Organizational skills with the ability to work quickly and accurately under pressure and to respect deadlines.

 

Competent user of Microsoft Office applications (Word, Excel, Outlook, PowerPoint) and the Internet and the ability to adapt quickly to new software.
