Operating since 2004 in Lebanon, DRC has addressed the needs and rights of vulnerable populations, working initially with Palestinian refugees (since 2004), Iraqi refugees (2007-2010), Lebanese IDPs (during the 2006 conflict), migrant domestic workers (since 2009) and, since 2011, responding to the Syrian refugee crisis.  
DRC Lebanon is currently delivering programming in protection, housing, infrastructure, basic assistance, livelihoods, and community development interventions. This myriad programming seeks to address the immediate needs of displaced populations and concurrently support vulnerable host populations. DRC has five offices spread throughout Lebanon in, Beirut, the Bekaa, Saida, Tripoli and Qobayat. 
In Bekaa you will find one of the most historical places in the world such as the Baalbak temple. It is also a safe and relaxing environment but at the same time very close to Beirut.

 

About the job 

Under the direct line management of the Area Program Manager, the Cash officer is responsible for the overall supervision and coordination of all cash assistance related activities (one-off emergency cash assistance, cash for work, apprentice stipends, etc..Your main duties and responsibilities will be: 
• Receive and keep track of lists of households or individuals referred by DRC teams for cash payments 
• Ensure proper planning and preparation of field visits for distribution of Liban Post cards, per area of intervention while ensuring best use of cars and assets  
• Inform sector managers and relevant teams about distributions plans (date, location, individuals) 
• Distribution of Liban Post cards on the field on a weekly basis 
• Provide clear briefings to cash recipients on the field about the Liban Post process and the hotline  
• Daily update of the DRC internal tracking tools (Liban Post loading form, Liban Post tracking tools and internal tracking follow up tool) and data entry on DRC’s Alpha system database 
• Ensure proper and safe filing of all cash distribution related documents (receipts, pictures, field tracking tools, LP loading forms (hard signed copies and scanned copies)and ensure proper documentation is safely kept and stored electronically 
• Coordination with M&E department for the post-monitoring distribution  
• Follow up on a weekly basis on the Liban Post campaigns to ensure beneficiaries have received the sms and retrieved the cash 
• Provide weekly reports to the Area Program Manager, including accurate figures of distributions done and challenges encountered and report any field security incidents immediately as they occur to the Area Program Manager and Safety Officer 
 
About you 
To be successful in this role we expect you to have Bachelor degree in finance, business or related field Moreover, we also expect the following:

 

Required  

• 2 + years of experience in international organizations and humanitarian settings 
• Previous experience working with Syrian refugees in Lebanon 
• Good knowledge of protection principles in humanitarian settings 
• Good knowledge of the Bekaa context 
• Ability to maintain confidentiality, respect, non-discrimination and safety of beneficiaries at all times; 
• Good interpersonal and communication skills  
• Comfortable in a multi-cultural environment, flexible with working hours and able to handle pressure well 
• Computer literacy (MS Word and Excel) 
• English good Written and spoken

We offer 

Contract length: 10 months until April 2019 (the advertised positions is pending upon donor funding approval) 
Level:  C1/ Part Time, Monthly Basic Salary USD 825.  
Duty Station: Bekaa 
Start date: July 2018
