Background
The UNDP Tajikistan Country Office was selected as the Principal Recipient for implementation of HIV and AIDS grants provided to Tajikistan by the Global Fund to fight AIDS, Tuberculosis and Malaria.
The Global Fund AIDS grants in Tajikistan support the implementation of the National Program to fight with HIV and AIDS for 2017-2020. The grant is aimed at increasing access to preventive activities among key affected population such as: people who inject drugs, commercial sex workers and their clients; men having sex with men and prisoners. One of the main tasks of this project is building capacities to provide stronger leadership of the government on HIV and AIDS prevention, care and treatment, better cross-sectoral coordination, and continued dialogue between the government and NGOs on central and local levels.
The Programme builds on experience within the country and on the best international practices in the field of HIV and AIDS prevention and treatment while adapting the interventions to take into consideration the local experience and conditions.
Duties and Responsibilities
The NGO and Project officer will have three main responsibilities:
- Oversee and support NGO activities with focus to NGOs working with MSM and SW;
- Provide technical support to NGOs on sustainable financing and train how to do resource mobilization.
- Capacity building of NGO partners on program management and coordination with the AIDS centers on Project related activities.
1. Oversee and support NGO activities with focus to NGOs working with MSM
- Support NGOs to start up and implementation of the projects with good and adequate understanding of terms and conditions of the Project agreement.
- Ensure that the NGO’s staff hired under the HIV project has adequate education and work experience.
- Closely cooperate with NGO on issues related to stigma and discrimination and support NGOs to find long term solutions on the challenges and barriers related to stigma and discrimination.
- Introduce better integration of gender related aspects to the work plan of NGOs and ensure that activities are implemented, recorded, reported and analyzed to improve the gender equality situation.
- Undertake regular field trips to the project sites with the purpose of performing monitoring assessments; develop reports and make a follow up on recommendations.
- Action plans based on capacity assessment are prepared by each NGO SR and findings are addressed in a regular manner.
- Conduct semiannual performance and / or capacity assessment of NGO SRs which is required
2. Provide technical support to NGOs on sustainable financing and train how to do resource mobilization
- Support NGOs to find sustainable and efficient solutions to improve the storage and distribution of commodities.
- Collaborate with EU delegation and other donors and in-country partners on including HIV project to the state budget social orders.
- Conduct on job coaching and sessions on ways how to mobilize resources for financial stability of NGOs and ensure that HIV community activities are implemented on the community level.
3. Capacity building of NGO partners on program management and coordination with the AIDS centers on Project related activities
- Document lessons learned and best practices in health project development and implementation;
- Provide any other necessary support in coaching, guidance for the NGO staff that will boost their capacity to deliver results;
- Ensure that NGOs have mutual agreements and/or MoU with the district/oblast AIDS centers and cooperate in all HIV related activities;
- Enhance reporting modality of NGOs to AIDS centers with a main focus to community based testing;
- Improve Internal Control Framework of NGOs

Required Skills and Experience
Education: | · University degree in relevant discipline including public health, epidemiology, international development, sociology, social science or equivalent. |
Experience: | · At least 5 years of progressively responsible experience in the field of project implementation is a must and in the field of HIV would be an asset. · . At least three years of experience in working with NGOs is a must. · Country-level experience in capacity building for governmental and non-governmental organizations. Experience of working with international advisory bodies an asset. |
Language Requirements: | · Language Abilities: Russian, English and Tajik with proven writing skills |
