Individual consultant to support the MOH develop the EMTCT plan for HIV, Syphilis and Hepatitis B 2019 – 2023.

The purpose of this consultancy is the development of the national plan for the triple elimination of mother to child transmission of HIV, syphilis and Hepatitis B for the period 2019-2023. The plan will define the country's roadmap for achieving intermediate results on the path to the elimination, identifying strategic interventions to achieve process and impact indicators set by the World Health Organization (WHO). The plan will also demonstrate how these intermediate results will be achieved.

The main objectives of this consultancy are as follows:

  • Develop the ETMTCT plan structure showing how goals will be achieved and maintained over the next five years;
  • Orient the definition of priority EMTCT interventions taking equity into account, as a basis for progress towards Triple elimination of Mother to Child transmission.
  • Document the current baseline of this process as defined by the World Health Organization (WHO) and the critical impact indicators for the Triple elimination of Mother to Child transmission;
  • Identify the elements and necessary subsidies that will be the basis for the costing of the plan, and collaborate with the consultant who will complete its costing.
  • Develop a monitoring and evaluation framework for the EMTCT plan.

Additionally, among the issues to be addressed while developing the EMTCT plan for HIV, syphilis and Hepatitis B, highlight the following cross-cutting issues:

  • Human rights
  • Gender equality
  • Equity
  • Involvement of civil society in certification at all levels

Ensure alignment with global strategies such as the "3 Frees" as well as the national strategic plan for HIV response, PEN IV 2016-2019 and the Global Strategy for Viral Hepatitis.

Methodology and Technical Approach:

 2.1. Working modalities

i. Consultant to be based in MOH under leadership and direct supervision responsibility of the HIV / PMTCT program in the DNSP, co-leaded by UNICEF HIV/AIDS specialist, in collaboration with WHO.

ii. The consultant will work in close liaison and coordination with the PMTCT Technical Group which includes MISAU managers and partners.

iii. Work progress will be monitored through weekly meetings with the head of PMTCT program and monthly summaries with the PMTCT Working Group.

Key Activities and Tasks:

  1. Carry out a detailed documentary review of all documents relevant to the development of the plan, such as the Accelerated HIV Plan mid-term evaluation report, PEN IV, Global Fund proposal, annual ITS and HIV / AIDS program reports, WHO guidelines, IMASIDA 2015, annual reports - GARPR / GAM, communication strategy for PMTCT and pediatric ART, among other relevant documents, including lessons learned from other countries in the development of national EMTCT plans and the development of roadmaps for the elimination of vertical transmission.
  2. Conduct visits to provinces and / or districts including interviews and consultations with key informants from MISAU, United Nations Agencies, PEPFAR, Civil Society Organizations / associations of Women Living with HIV, service providers, beneficiaries and other stakeholders that are considered relevant during the process.
  3. Organize and facilitate a workshop for national consultation to review the structure and outline of the triple EMTCT plan;
  4. Prepare the final plan of Triple EMTCT for HIV, Syphilis and Hepatitis B, and send for final approval.

 

  1. Deliverables and Payments

The consultant will be based in MOH – DNSP and in addition to regular technical support and close work with the PMTCT task team, a set of concrete deliverables are expected to be developed and completed. The payments will be made against the below identified deliverables:

Deliverable 1

Deliverable/product(s): Inception report (work plan, tools and others.); Outline of the HIV, Syphilis and Hepatitis B ETV plan including logical framework proposal

Deliverable 2

 

Deliverable/product(s): Carry out a detailed documentary review of all documents relevant to the development of the plan. Preliminary situation analysis document shared for comments and feedback by PMTCT task team members.

Payment: 25 %

Deliverable 3

Deliverable/product(s): Organize and facilitate a workshop for national consultation to review the structure and outline of the triple ETV plan (revision and validation of the Logic framework); First draft EMTCT plan for comments.

Payment: 25 %

Deliverable 4

Deliverable/product(s): Identify the elements and necessary subsidies that will be the basis for the costing of the plan. Present the Final Costed EMTCT plan. Power point presentation with the highlights of the Triple EMCTCT plan for HIV, syphilis and Hepatitis B.

Payment: 25 %

Management and Supervision:

The consultant will be supervised by and report directly to the UNICEF Mozambique HIV/AIDS Specialist, in coordination with the Health Specialist. The day-to-day supervision will be undertaken by the MOH - HIV/PMTCT program coordinator in collaboration with the PMTCT task team. The duration of the consultancy is 4 months, from 01 June 2018 until 31 August/September 2018.

Academic qualifications:

An advanced degree (master degree) in Public Health, Epidemiology, Social Sciences or related fields.

Work experience:

At least 5-8 years of experience in health program management including HIV and other social areas, strategy development, monitoring and evaluation. Proven experience in program development and strategic planning especially in the EMTCT area of ​​HIV, syphilis and Hepatitis B in other countries, is a desired advantage.

Specific knowledge, competencies, and skills required:

Knowledge and experience in HIV programming, monitoring and evaluation tools and methodologies. Previous experience in the area of public health, HIV / AIDS, including sound knowledge in policy development and health system aspects;

Strong leadership capacity and management history and commitment to producing high quality reports within the established deadlines; Good interpersonal communication and facilitation skills; ability to interact with various stakeholders and express ideas and concepts verbally and concisely. Knowledge of human rights, gender equality and equity, and experience in applying them to program planning / evaluation processes.

Language skills:

Excellent knowledge of Portuguese (written and spoken) and good English is required

Technical proposal will have a weight of 70 points whereas financial proposals will have 30 points.
